Additional Property Attributes

The Site is located on the northwest corner of Pearl and Central Street in a predominantly
residential area of downtown Claremont. The southwestern corner of the Site comprises an
abandoned 2-story brick building, while the remainder comprises grassed areas or concrete and
asphalt surfaces. According to a New Hampshire Department of Environmental Services
(NHDES) 2014 Site Investigation Summary Report documenting findings of an initial response
Site visit, the building was abandoned circa 2003 and was later acquired by the City of Claremont
via tax lien foreclosure. The current Site building was formerly part of a larger residential structure
with an attached shed/garage; however, these structures were recently demolished by the City.
Public sewer and water are available to the Site from the City of Claremont, and electricity is
available from Eversource. All utilities are currently disconnected from the Site building.
The currently abandoned building has a fieldstone foundation with a partial earthen basement,
where two (2) furnaces and a 575-gallon fuel oil aboveground storage tank (AST) were located.
According to field notes contained in the 2014 Site Investigation mentioned above, the copper
supply line to the AST was cut and stolen, and a portion of the fuel oil remaining in the tank
released onto the surrounding degraded concrete and earthen floor. In 2015, GeoInsight Inc.
(GeoInsight) oversaw the decommissioning of the 575-gallon AST, which involved cleaning the
tank of residual fuel and solids. Due to the limited access to the tank area, the AST was left in
place. During the AST decommissioning, one composite surface soil sample was collected from
the basement, which revealed total petroleum hydrocarbons (TPH) as diesel range organics (DRO)
exceeding the applicable New Hampshire Soil Remediation Standard (SRS). Since the initial
inspection, further assessment of the basement had not been completed, and recent inspection of
the basement showed the decommissioned AST was removed.
