Additional Property Attributes

The site's last use was a Capital One Bank Facility. Current structures onsite associated with the bank were built around 1970. Historical uses include a gasoline service station and auto service and repair shop. Historical operations on adjoining properties included a Municipal Water and Light Plant on the northwestern adjoining property, auto service and painting facility on a northeastern surrounding property, and a funeral home on the eastern adjoining property. The site's intended future use is the Nicholls State University Bayou Region Incubator Facility, which will facilitate the creation of new businesses and jobs in the region.

A Phase I ESA was completed in April 2022 under LDEQ's TBA program on behalf of Nichols State University (prospective purchaser). The Phase I ESA identified no RECs, VECs, CRECs, or de minimis conditions at the site; however, the assessment did identify an HREC (historical recognized environmental condition) from subsurface contamination associated with historical site operations identified during a 2020 Phase Ii ESA. Arsenic in groundwater and fractional petroleum hydrocarbons in soil and groundwater were identified above state screening standards. Further assessment found the contaminants to be below site specific standards, and the site was subsequently issued a No Further Interest letter from LDEQ. The Phase I recommended further assessment on building materials at the site due to potential asbestos containing materials (ACM) and lead based paint (LBP) observed during the site reconnaissance. Following the Phase I ESA, Nichols State University was able to purchase the property to facilitate its reuse.
