Addl Cleanup/Treatment info: On July 25 and 26, 2022, PM completed subsurface investigation activities at the subject property that consisted of completing a geophysical survey to confirm the presence/absence of orphaned USTs, advancing five soil borings (SB-1 through SB-5), and collecting ten soil samples for laboratory analysis of VOCs, PAHs, and metals (cadmium, chromium, and lead) to assess the RECs identified in PM's April 2022 Phase I ESA. Groundwater was not encountered in the boreholes advanced to a maximum depth of 12.8 feet bgs, and therefore, no groundwater samples were collected for analysis. No anomalies consistent with the presence of orphan USTs were identified in the area surveyed during the completion of the geophysical survey. No target analytes were detected in any of the soil samples collected from the subject property above laboratory MDLs, and/or exceeding the applicable regulatory screening criteria or naturally occurring background level concentrations. Subsequently, on July 27 and 28, 2022, the exposed 500-gallon heating oil UST was excavated for removal. The UST and its contents, along with a small volume of impacted soils, were hauled away for proper disposal. Based on the results of the confirmation soil samples, no impacted or contaminated soils remained after excavation. It is PM's professional opinion that the soil borings advanced and the soil samples analyzed from the subject property were adequate to document the current subsurface conditions. Based on the results of the investigation, there is no evidence of subsurface impact or that potential contaminants have migrated onto the subject property from the north adjoining property. No further assessment is warranted.

Additional Property Attributes

Standard and other historical records document that the property was developed with nine dwellings and associated outbuildings prior to 1891. An additional dwelling was constructed between 1905 and 1909 and another dwelling added in the southeastern portion between 1914 and 1927. Three southwestern dwellings were demolished between 1914 and 1927 and that area redeveloped with a grain warehouse (original portion of current 714 Woodland Street property). The northern dwellings were demolished between 1927 and 1940 and the area developed with the current warehouse building (206 East 6th Street). Additional warehouses for corn shucking and hay storage were constructed in the southern portion between 1927 and 1947. The southwestern grain warehouse was identified as a feed mill in 1947 with a diesel engine house depicted in the 1947 and 1963 Sanborn Maps. Additional dwellings were removed between 1947 and 1963 and the grain mill was no longer in operation (per the 1963 Sanborn Map). The current pole barn (711 North Glade Street) was constructed between 1963 and 1979. Additional dwellings (including one in the southeast used as a beauty shop in the 1940s and 1950s) were demolished between 1992 and 2008 to complete the current layout.

The warehouse at 206 East 6th Street was occupied by motor freight depot companies from at least 1947 to 1982. No ground-level bay doors are present on the building, therefore it is unlikely that truck maintenance operations were performed associated with the motor freight depot companies. The property was occupied by the EM Grubbs Company (sheet metal contractor) from at least 1987 to 1995. Based on the length of time EM Grubbs Company operated (13 years at the most), PM has not identified the sheet metal operations as a REC. The property has been used for storage since at least 2001.

According to the current owner, Mr. Mike Halloran, the pole barn at 711 North Glade Street was originally used as part of the feed mill at 714 Woodland Street, followed by a lumber yard. Mr. Halloran has owned since approximately 1997 and has been used for storage during his ownership.

The building at 714 Woodland Street (southwest portion of the subject property) was originally occupied as a grain warehouse, then subsequently a grain mill with a few smaller associated storage warehouses. The grain mill ceased operations between 1958 and 1963. The properties at 710 and 712 Woodland Street appear to have been incorporated into the 714 Woodland Street property following the removal of the dwellings between 1947 and 1979. According to Mr. Halloran, the property was then occupied by a lumber yard. PM was unable to determine exact occupancy dates for the lumber yard, however, city directories identify a lumber and hardware company occupying the property in at least 1995. Due to a lack of historical records, PM was unable to determine the exact use of the property from 1964 to 1994. Based on review of aerial photography, it is likely that the property was used for similar storage and retail operations. The property has been occupied by High Marks Company since between 2000 and 2005 with operations consisting of sales and storage of restaurant equipment.

Recognized Environmental Conditions included:
* Based on review of Sanborn maps, a buried fuel oil underground storage tank (UST) was placed south of the 714 Woodland Street building beginning between 1927 and 1947. During the site reconnaissance, PM observed three pipes and what appeared to be a portion of a UST wall (partially unearthed) in the location depicted on the Sanborn map. The potential exists that a release has occurred in this area.

* The Sanborn maps depicted a gasoline tank located southwest of the 714 Woodland Street building in at least 1963. No additional information was provided. The potential exists for orphan USTs to be present on the property and/or for a release to have occurred.
