Additional Property Attributes

The redevelopment project consists of one (1) 17,000 square foot building located at 255 A Street in Walla Walla, Washington as part of the larger Walla Walla Regional Airport property. The airport property consists of over 2,200 acres and is located in Section 14, Township 7, Range 36 of Walla Walla, Washington.

Site History

The first municipally owned airfield in Walla Walla was leased in June 1922 in the proximity of the present day airport. In 1929, funds were secured by the Walla Walla Airport Association and Chamber of Commerce to buy a portion of the property for development of a larger airport, which the City of Walla Walla took over in October 1930. Then, in 1942, the airfield was taken over by federal government and the Walla Walla Army Air Base was developed, ultimately comprising over 2,164 acres. On December 1, 1947 the land was declared surplus and the City and County took joint ownership of the property. However, in 1965, the US Air Force returned and utilized a portion of the airport and buildings during the Vietnam War era. The US Air Force departed in 1971. On December 8, 1988 the Walla Walla City-County transferred ownership of the Walla Walla Regional Airport property to the Port of Walla Walla.

The old airport terminal, located at 255 A Street, was constructed circa 1940 and was utilized as the regional airport terminal until 2000. In 2000 a new Walla Walla Regional Airport terminal was constructed and the old terminal building was vacated. Since then the old terminal building has been, and is currently, leased to several tenants for storage. No structural improvements have been made to the building since the Port's ownership of the building as of December 8, 1988.

Previous Investigations and Cleanup Activities

Tektoniks Corporation (Tektoniks) completed an asbestos inspection of the old airport terminal building in December 2016 and produced a report dated July 10, 2017. Tektoniks inspected the buildings, collected samples of suspect asbestos-containing materials, and sent the samples to EMC Labs for analysis. Samples of ceiling tile and texture, floor tile and paper, vinyl flooring, wall board, and mastic were collected and submitted to the laboratory and analyzed independently.

The Tektonics asbestos inspection did not include an inspection of the roof. All Safe Abatement Services (ASAS) conducted an asbestos analysis of bulk materials of the roof in July 2019. Four samples were collected and sent to the Washington Asbestos Testing LLC (WAT) laboratory for analysis.

Chemicals of Concern

Building Analysis Results
Tektoniks collected bulk samples of suspected asbestos containing materials of the building and sent them to EMC Labs for analysis. The roof was sampled under a separate report. Non-friable asbestos containing materials were detected in the vinyl tile and flooring, black mastic, and ceiling texture in the NW Office.

The base layer of sheet vinyl flooring is found in the kitchen (and related) area and while non-friable in its undisturbed state, it can be rendered friable during removal by delamination and exposure to the backing material.

The ceiling texture in the Sewing/Upholstery area is categorized as friable and required perimeter containment with other engineering controls to remove. Boiler, pipe, and duct insulation is presumed to contain asbestos and is categorized as friable with associated removal controls.

There were several types of regulated asbestos containing materials identified in the facility:

* 9x9 Floor Tile & Mastic on Concrete (Throughout the Main Structure).
* Sheet Vinyl Flooring (Kitchen Area)
* Ceiling Texture (Upholstery Area)
* Boiler & Pipe Insulation (Mechanical room and related Plenums)
* Ductwork Covering (Center Mechanical Area).
