Additional Property Attributes

The Subject Property is not identified by a current municipal address; the parcel is approximately 4.719 acres located at the southeast corner of D4810 Road and Carney Lane, Eagletown, McCurtain County, OK 74734 and centered at approximately 33.9750862, -94.52956. The Subject Property is occupied by the vacant Panki Bok Church and is bound by rural residential / agricultural land (north/south) and wooded land (east/west). The general area consists of agricultural land and rural residential properties. The Subject Property contains two structures; the remainder of the site is vegetated. A property survey was completed in conjunction with the Phase I ESA.

The Phase I ESA found the following: This assessment has revealed no RECs, HRECs, CRECs, or VECs in connection with the Subject Property or adjoining properties. The Consultants recommend additional evaluation be conducted at the Subject Property structures prior to redevelopment to quantify any environmental risks that may be associated with potential asbestos or lead-based paint identified as Non-Scope Considerations.

According to the Statement of Interest (SOI) for Brownfields Subgrant application: "...The Choctaw Presbytery was first established as a jurisdiction of the Cumberland Presbytery based out of Memphis, TN... The Panki Bok Church group was established prior to 1905, even as far back to the 1890's... The current church located on the property is not the original church, built in the 1800's, but was built around 1930 in it's current location after a natural disaster in the area... The land was donated by WWI Choctaw Code Talker Calvin Wilson... The fellowship hall (secondary structure) was built around 1980-1990 according to local knowledge... The Choctaw Presbytery of the Cumberland Presbyterian currently owns the property and the property is currently unoccupied...

According to the draft Phase II ESA: "...Results of the asbestos inspection indicates that ACM is present in building materials on the property... The ACM identified during the survey was in fair condition... Results of the LBP survey indicate that LBP is not present in painted components associated with the property... Although not considered regulated LBP, the presence of lead paint below regulatory levels was identified on painted components... These painted components, if disturbed, may create a lead dust hazard or exposure issue for workers..."

The primary environmental concerns are: ACM, LBP, mold on the interior and exterior, solid waste and lead-impacted soil around both structures.

According to the SOI for Brownfields Subgrant application: "...the proposed redevelopment plan is to not only revitalize the church and fellowship hall but to also modify the fellowship hall so that it can function as a community care center or food hub were other celebrations and community-centered activities can be held... Developments of community gardens at the site is also being planned along with a fresh-food hub approach to help provide fresh produce to the Eagletown community and it's members..."
