The subject property is approximately 1.3 acres in size and is somewhat rectangular in shape. The subject property is currently used for parking of trucks. During site reconnaissance activities, at least one underground storage tank (UST) and a former dispenser island were observed on the eastern side of the subject property. Historical documents indicate that the subject property was undeveloped until sometime between 1940 and 1957 when it was developed with a service/gas station. The EDR report identified a former gas station operation on the subject property. The Southside Texaco (Facility ID No. 7024) gas station reportedly operated on the subject property from 1997 to 2012. There were two 8,000-gallon gasoline USTs, one 4,000-gallon gasoline UST, one 4,000-gallon diesel UST, and two 1,000-gallon USTs with unknown contents. According to the Mississippi Department of Environmental Quality's (MDEQ) online UST database search, the Southside Texaco site also formerly operated one 550-gallon used oil UST. The two 8,000-gallon gasoline USTs were reportedly installed on January 1, 1970, were last used on December 21, 1998, and were removed from the ground on March 23, 1999. The 4,000-gallon gasoline UST and the 4,000-gallon diesel UST were reportedly installed on January 1, 1980, were last used on December 21, 1998, and were removed from the ground on March 23, 1999. The two 1,000-gallon USTs with unknown contents were last used and were removed from the ground on the same date - March 24, 1999. No installation date was provided for the 1,000-gallon USTs. The 550-gallon used oil UST was reportedly installed on January 1, 1970, last used on May 4, 1994, and closed with a "Pre 88" closure on May 4, 1994. The owner of the tanks is listed as Buffalo Services, Inc. Although the majority of the tanks were removed from the subject property, one UST may still remain. Additionally, UST information was only provided from 1970 and on. Therefore, when the subject property was first developed as a gas station between 1940 and 1957, there were likely additional USTs that were utilized. It is unknown if those USTs were removed from the ground, if they were closed in place, or if there were any past releases from them. Also, during site reconnaissance activities, it was apparent that at least one UST was still located on the subject property. Therefore, based on the past, present, and future likelihood of a release, the existing UST (possibly more than one) on the subject property is considered to represent a REC. USTs on Adjoining Jordan Carriers Property (Former American Natural Crude Oil Site) are considered a REC. Based on its proximity to the subject property and the potential future occurrence of a release that could reach the subject property, the USTs operated by the Citgo / 61 Express gas station are considered a REC.
