Crossett Economic Development Foundation requested DEQ's assistance through our Targeted Brownfield Assistance program in performing a Phase I and Asbestos/Lead-Based Paint Survey for the Crossett EC Youth Center. The property, located at 300 Dr. Martin Luther King Jr Drive in Crossett, Arkansas, was previously a community/youth center with tennis courts, a playground, and a swimming pool. The City of Crossett has owned the building since it was constructed in the early 1950's. The Phase I ESA did not identify any Recognized Environmental Conditions, but the Asbestos and Lead-Based paint surveys did identify asbestos and lead-based paint. Currently vacant and an eye sore, the Crossett Economic Development Foundation wants to assess the options for nominating the building for the National Register of Historic Places. In March 2022, the City of Crossett was awarded a Community Development Block Grant (CDBG) by the Arkansas Economic Development Commission (AEDC). The City used the funding to abate the asbestos and lead-based paint in the building and to replace the roof, windows, floors, and lighting in the Youth Center. The interior and exterior were also repainted, carpentry repairs were made, restrooms were updated for ADA compliance and accessibility, and a new kitchen was installed. The upgrades and repairs to the building will restore the Youth Center to beneficial use for the community, including after school program, feeding programs, etc.
