Additional Property Attributes

The site is located at 2281 Highway 41, Cordele, Crisp County, Georgia. The site tax parcel number is 026L-007A and the Acres ID number is 252233. The site is approximately 73 acres and includes several storage and industrial structures. According to the Crisp County Tax Assessor, the subject property was owned by Randall Folsom in 1971. The property was renamed to Folsom Construction is 1984. The current owners of the site, Michael and Kathee Radford purchased the site in 2010. According to the Tax Assessor information, the property includes several industrial buildings and two office buildings.

Historical Information
In the earliest historical aerial image reviewed (1937), the site consists of vacant, wooded land. The site remains relatively unchanged until the 1968 aerial image when a driveway appears from the west edge of the site to a lot in the middle of the site. The 1977 and 1987 topographic maps indicate a "gravel pit" on the site and a water body in the middle of the site. The water body can be seen in the 1968 aerial image. In the 1972 aerial image, several structures appear in the west area of the site, to the north and south of the driveway. In the 1983 aerial image, the site consists of a roadway running from the west area of the site to the east area of the site with structures and unpaved lot areas to the north and south of the roadway. The water body that was in the center of the site appears to have extended throughout the southeast area of the site. The size of the water body and the wetland area in the southeast area of the property decreases from the 1988 to 2017 aerial images. In the 2020 aerial image, the area appears to be wetlands and wooded land. The site remains relatively unchanged, consisting of an unpaved roadway running from the west site boundary to the east area of the site with several structures (commercial and industrial) and unpaved lot areas to the north and south of the driveway. The 2014, 2017, and 2020 topographic maps show a water body/wetland area in the southeast area of the site.

The site is listed as Folsom Construction Co and The Scruggs Company. These facilities appear on the ECHO, FINDS, UST, AIRS, and AST databases. Terracon performed a facility file review at the Georgia Environmental Department Office on May 9, 2022. It appears that the registered UST onsite is being used as an AST.

Based on the results of this Phase I ESA which identified onsite RECs, additional investigation is warranted to evaluate the potential for impact to the site. Specifically, a limited site investigation is recommended to sample and test soil and groundwater at the site for chemicals of concern generally associated with the former site operations.
