Additional Property Attributes

The Subject Property consists of approximately 0.96 acres of land developed with a single-story, 12,040 square foot retail/office building with shipping area and parking lot built in 1984. The Subject Property is zoned Regional Center East (RC-E). The Subject Property is owned by WMBBC, LLC and occupied by a dental office and mattress store. Land use of adjoining and nearby sites is commercial. Highway 217 is located adjacent to the east of the Subject Property. The Subject Property was first developed prior to 1936 with a petroleum bulk terminal and associated rail spur, and railway tracks that crossed the Subject Property from east to west. The petroleum bulk terminal reportedly was removed from the Subject Property in 1963. South of the railway tracks on the Subject Property, outdoor material storage is evident in historical aerial photographs from 1948 through 1963. A small structure, use unknown, fronting SW Beaverton Hillsdale Highway was constructed on the Property prior to 1970, and was removed prior to 1981. The current Subject Property building, used for office and retail, was constructed in 1984. The Subject Property has remained generally unchanged since 1984. The Phase I assessment has revealed the following RECs: 1) A petroleum bulk terminal operated on the northern portion of the Subject Property for a period of at least 27 years. A Phase II ESA conducted in February 2022 discovered gasoline- and diesel-range organics in soil and groundwater in the northern portion of the Subject Property. Former bulk terminal operations, and releases of petroleum that may be associated with former bulk terminal operations, constitute a REC for the Subject Property. 2) Outdoor materials storage of an unknown nature occurred on the southern portion of the Subject Property for a period of at least 15 years. A Phase II ESA conducted in February 2022 discovered an elevated arsenic concentration is soil in the southern portion of the Property. Former outdoor material storage activities, and releases of arsenic that may be associated with these activities, constitute a REC for the Subject Property. 3) A retail gas station has operated adjacent and west of the Subject Property since the mid-1960s, a period of approximately 60 years. Environmental records available for this site indicate that releases have occurred at the site, but the magnitude of the releases have been sufficiently small that in 2009, the DEQ issued an NFA letter for the site. No testing of site soil or groundwater has been conducted since 2007. The presence of an active retail gas station adjacent to the west of the Subject Property at which no soil or groundwater data has been collected for 15 years constitutes a REC for the Subject Property.
Stantec completed a Phase II ESA for 11380 and 11390 SW Beaverton Hillsdale Highway located in
Beaverton, Oregon. Phase II ESA activities were completed in general accordance with the City's
Brownfield Community-Wide Assessment cooperative agreement (BF-01J66301-0), the Master QAPP
(Stantec, 2020) and the EPA-approved SAP for the Property (Stantec, 2022c).
Three environmental site assessments have been completed at the Property to date, including a Phase II
ESA completed by Point Source Solutions, LLC in February 2022, a Focused Phase II ESA completed by
Stantec in March 2022, and the Phase II ESA completed by Stantec in August 2022, the results of with
are included in this report. These assessments included the collection of 17 soil, 12 groundwater, and
three soil vapor samples, as well as a geophysical survey. Significant findings inferred from the entirety of
available site assessment data include the following:
* Limited special management of soil may be necessary at the Property. GRO has been detected
in one soil sample at a concentration exceeding DEQ clean fill screening values: 86 mg/kg in a soil
sample collected at a depth of 8 feet bgs in boring B-2. No other soil samples in the area of SB-2
yielded GRO
