According to the project administrative record, the city of Mt. Angel (City) contacted DEQ on June 11, 1998, to report a petroleum release associated with underground storage tanks (USTs) at 105 Cleveland Street. DEQ then opened LUST No. 24-98-4077.

In September 1998 the City contracted AGRA Earth and Environmental (AGRA) to oversee the decommissioning of three USTs located at the maintenance facility. The tanks were believed to contain bunker C oil and diesel; however gasoline may have been stored in one or more of the tanks. All three USTs were decommissioned in-place by backfilling each tank completely with concrete slurry. In-place decommissioning was chosen to minimize the chance of damaging the adjacent buildings. The historical contents of the tanks were believed to be bunker C heavy oil and diesel. The UST designations were UST-1 (11,000-gallon), UST-2A (2,500-gallon), and UST-2B (2,500-gallon).

During the decommissioning, petroleum-contaminated soil (PCS) was encountered in the native soil surrounding each of the tanks. Only the PCS encountered above the tanks was removed. Approximately 100 tons of contaminated soil was removed and transported to the USA Waste Service, Inc. landfill in McMinnville, Oregon.

On July 15 and 16, 1999 Cascade Earth Sciences (CES) installed ten borings in the vicinity of the tanks to collect soil and groundwater samples to delineate the extent of the groundwater and soil contamination remaining at the site. Three monitoring wells (MW-1 through MW-3) were installed about this time. Soil and groundwater contamination remains at the site. Contaminants of concern include diesel and heavy range hydrocarbons and petroleum constituents including polycyclic aromatic hydrocarbons (PAHs) and volatile organic compounds (VOCs).
Oregon DEQ is conducting a site investigation to assist the City with their redevelopment plans of new city hall.
