Additional Property Attributes

The Touro-Shakspeare Home was built using funding from a bequest (and related interest) by philanthropist Judah Touro to house the city's elderly poor and a gambling tax established by Mayor Joseph A. Shakspeare. The City purchased the land in 1927 and subsequently hired William R. Burk to design the news Alms House for 200 residents. The Neo-Classical revival and Jacobethan Revival buildings included a non-denominational chapel, boiler room and kitchen. Construction started in 1932 and completed in 1933. The site operated until 2005 as a city almshouse and then as a senior care facility. Due to storm damage following Hurricane Katrina in 2005, the facility closed down and has remained vacant.
The Louisiana Landmarks Society noted the site on their 2015 New Orleans Nine watch list. The Algiers Economic Development Foundation (AEDF) identified the Touro-Shakspeare property as a priority site to support their work to revitalize the General Meyer corridor.
The City of New Orleans issued an RFP to develop the site and selected the nonprofit HRI Community Resources Inc. as the developer in 2021. HRI Communities is now in the process of developing a reuse plan for the property to restore the historic structures and surrounding greenspace for affordable senior living and community space. A Phase I ESA was completed in July 2022 for HRI Communities under the LDEQ TBA Program. Identified environmental concerns include asbestos and lead-based paint as well as contaminants from historical boiler room and hydraulic operations and potential associated USTs. Further assessment planning is in progress.
