Additional Property Attributes

Foundation Communities, a Central Texas Nonprofit Affordable Housing Developer and member of Coalition partner Austin Housing Coalition (AHC), intends to purchase the parcel adjacent to their current North Prosper Center at 5900 Airport Blvd. The adjacent property will be developed with affordable housing units. The 5906 Airport Parcel is currently a used car lot. Foundation Communities North Prosper Center currently offers tax, higher education, health coverage and other financial resources to the community. They intend to expand their North Prosper Center (5900 Airport) with the purchase of the adjacent property (5906 Airport). They will build an affordable housing complex on the property, which is adjacent to the MetroRail commuter line, Austin Community College - Highland Campus, an elementary school, many employers, and transportation options. The mission of the Prosper Center is to build pathways to financial wellness, higher education, and health coverage so that those who face barriers have opportunities to prosper. All the services are free and available to individuals and families that meet the income eligibility. The Phase I ESA ABRO completed in May 2022 identified RECs that warrant a Phase II ESA, including two former LPSTs sites, a drum with unknown contents, and a sewer drain. The primary concern is vapor encroachment that may not have been assessed under the LPST program, and preferential pathways due to the sewer infrastructure at the site. * The 5906 Airport parcel was previously owned by Diamond Shamrock and functioned as a gas station. The property entered the TCEQ LPST program in the 1990s following a line leak (LPST ID 96271). Remediation of affected soils was performed, and closure was granted in 1997. * The Phase I ESA also identified another LPST (ID 108914) at 5800 Airport, to the south of the project site. This site received closure from LPST in 1997. *Based on our monthly call conversation, the Phase II was completed to address the site unknowns.
