Additional Property Attributes

Ninyo & Moore was retained by the Northern Arizona Council of Governments to perform a
Phase I Environmental Site Assessment (ESA) of two vacant commercial buildings located at
215 and 223 North McCormick Street in Prescott, Yavapai County, Arizona (the Site). The Site is
comprised of approximately 0.46 acres of developed land, and is identified as Yavapai County
Assessor's Parcel Numbers 113-15-010 and 113-15-008. The Site is owned by the
City of Prescott.
Based on the review of historical resources, the Site was undeveloped land within a residential
area of Prescott from before 1882 to at least 1910. During this period, the Site was identified
as a garden, and one or more elevated water tanks and a water mill were located on or near
the Site. By 1924, the Site was identified as three vacant lots within a residential
neighborhood. By 1939, the Site had been developed with several residences which are
sometimes identified as "Apartments". The Site remained developed with residences or
apartments until about 1986, when the western portion of the Site was developed with the
current commercial building at 215 North McCormick Street. The 215 Building was occupied
by several business and contractor offices from 1986 until sometime around 2011. The Site
building at 223 North McCormick Street was originally developed as a residence in 1955, and
was redeveloped into a commercial building in the 1980s. The 223 Building was occupied by
several businesses from about 1986 until 2013. In 2013, both of the Site buildings were
purchased by the City of Prescott and have been unoccupied and utilized for storage up to
the time of the Site reconnaissance.
On April 26, 2022, Mr. Christian Lewallen, Project Geologist with Ninyo & Moore, conducted
a Site reconnaissance. The reconnaissance involved a visual observation of the Site and
adjoining properties. The Site consisted of two parcels of commercial land with each parcel
developed with a commercial building. The two-story 215 North McClintock Street building
was approximately 6,360 square feet in size and the the 223 North McClintock Street building
was a single-story structure, approximately 734 square feet in size. The buildings were
unoccupied and utilized for storage at the time of the Site visit. The remaining portions of the
Site consisted of paved parking areas, landscaped areas, and areas of native vegetation. Two
pole-mounted transformers were observed on the Site with one on the western portion of the
Site and the other on the northeastern portion of the Site. The westernmost transformer
appeared to have some rusting and corrosion along the upper cap rim of the transformer.
Neither of the transformers were labeled as to their PCB contents but appeared in relatively
good condition with no leaking observed. No environmental concerns were observed on the
Site or adjoining properties during the Site reconnaissance.

Neither of the transformers were labeled as to their PCB contents but appeared in relatively

Based on a review of the "Allands Regulatory Database (ASTM) Search" report for the Site
dated April 27, 2022, the Site was not listed in any of the regulatory databases identified in
the ASTM Standard. One south-adjoining property at 2019 North McClintock Street was
identified as a RCRA Non-Generator/Former Generator of hazardous waste facility however
no spill incidents or reported violations were noted and the facility address is no longer
operating as an auto repair shop. Additionally, several off-Site facilities were listed in the
