The subject property is currently an recreational park that has been closed. The subject property was sold to City of Vicksburg, Mississippi, and Warren County, Mississippi on December 1, 1989, when it was developed as a city park. On January 4, 2018, an oily substance was discovered at the subject property during slope stabilization activities. PPM was retained by the City of Vicksburg to conduct an exploratory soil assessment after this discovery. The exploratory excavation activities began on February 20, 2018. The black, viscous liquid material was discovered in a relatively uniform round area with a diameter of approximately 8 feet to 10 feet. Excavation activities revealed that an open top steel tank, approximately 8 feet to 10 feet in diameter and approximately 4 feet to 6 feet in depth, had been covered on the subject property. The contents of the tank were removed, then the tank itself was removed. All visually impacted soils from the sidewalls of the excavation area were removed. It was noted that the tank was located on a concrete slab, and groundwater was not encountered during excavation activities. The relatively intact concrete slab was left in place at the approximate 8-foot to 10-foot depth. Confirmation soil samples were collected from the sidewalls of the excavation area but not at the bottom because the slab was left in place. Also, a sample of the oily substance (tank contents) was submitted for analysis. The potential chemicals of concern (COC) determined from the analysis of the oily substance were TPH-diesel range organics (DRO), TPH gasoline range organics (GRO), barium, lead, 2-methylnaphthalene, phenanthrene, ethylbenzene, methylene chloride, m&p-xylenes, and o-xylenes. The results from the confirmation sampling indicated the only detected COCs were metals and were below the Mississippi Department of Environmental Quality (MDEQ) Tier 1 Target Remediation Goals (TRG).
