Additional Property Attributes

The Property commercial development, including a butcher, grocer, bakery, and dime store, from 1895 to 2003. In 1930, a structure that appeared to be the shape and size of the existing structure was developed on the Property, and the remainder of the Property consisted of grass-covered land. In 1986, petroleum products associated with the north-adjoining gasoline filling station were reportedly observed in the sump located in the basement of the structure on the Property. At the time of the site reconnaissance, the Property consisted of a vacant commercial structure and grass-covered land. The interior of the structure consisted of a storefront area in the northwest portion of the structure, a storage area/garage in the northeast portion, and storage rooms in the east and south portions of the structure. A basement was present under the structure; however, the floor in the southeast portion of the main level was collapsing into the basement, preventing access. A floor drain was present in the northeast portion of the structure. Materials storage was present throughout the structure along with multiple containers of tire cleaner, paint, antifreeze, and household cleaning supplies.

The Property was bordered by North Center Street and an alley to the west and east, respectively. Surrounding areas consisted of residential development to the east and west, vacant land to the north, and a harness shop to the south in 1895. The north-adjoining site was occupied by a gasoline filling station with three gasoline underground storage tanks (USTs) between 1926 and 2016 and in 1951, a metal stamping works was present to the west. In 1986, a release of petroleum products associated with the north-adjoining former gasoline filling station site was discovered. Concentrations of volatile organic compounds (VOCs) and lead were detected in the soil and groundwater on the north-adjoining site, above applicable standards. The status of the release is open. In 2012, an assessment of the west-adjoining former metal stamping works identified concentrations of VOCs and metals in the soil and groundwater above applicable standards. At the time of the site reconnaissance, the surrounding area consisted of vacant commercial development to the north and south, vacant land to the west, and residential development to the east.
