Additional Property Attributes

The Subject Property consists of three Bonneville County parcels: RPA1780001031C (0.58 acres) and RPA1740002001B (0.73 acres) owned by City of Idaho Falls, and RPA1740002003B (0.01 acres) owned by Stieglitz Jeffrey B. Three Subject Property parcels roughly form a rectangular piece of land containing a parking lot for the Idaho Falls Public library which is located on the north adjoining site. The Subject Property is bounded to the east by South Park Avenue, to the south by Cliff Street and to the west by South Capital Avenue. The surrounding sites are mix of commercial, office and retail uses. The City of Idaho Falls was founded in 1864. The earliest historical records indicate that the Subject Property was developed by 1864 at which time it was roughly half of a city block located within downtown Idaho Falls. Occupants of the Subject Property buildings in 1884 include a general merchandise shop, meat shop, saloon, drug store, tailor, saloon, office/notions shop/residence, restaurant, barber, general merchandise shop, office and saloon, and a restaurant. The Subject Property was bisected by Railroad Avenue which by 1905 was renamed Eagle Rock Street. By 1888, a segment of railroad easement bisected the north portion of the Subject Property. A 1921 Sanborn Map showed that a long rectangular structure labeled for general storage had been constructed on the north side of Eagle Rock Street. The 1948 Sanborn Map shows that the general storage building had been expanded and included an area labeled for furniture storage. In the early 1970s all buildings on the Subject Property were demolished and it was redeveloped as a parking lot for the Idaho Falls Public Library located on the north adjoining site. This assessment has revealed evidence of the following RECs in connection with the Subject Property: 1) As early as 1884 the north portion of the Subject Property contained a railroad easement. The easement is still present although the railroad is no longer in active use. The potential for releases to have occurred related to railroad operations including loading and unloading, fueling, and herbicide use is considered a REC for the Property; 2) A 1948 Sanborn Map shows that a building situated on both the west adjacent site and located within the Property boundary was occupied by an "automobile sales and service" facility. The potential for releases to the Property to have occurred from past auto service operations represents a REC and a potential VEC; 3) A 1921 Sanborn Map shows that the west adjacent site located at 399 Eagle Rock Street was occupied by a tin shop and automobile repair facility and the south adjacent site located at 366 Cliff Street was occupied by a "cleaning and dyeing" operation. The potential for impacts to the Subject Property from these historical uses represents a REC and a potential VEC for the Subject Property; 4) A 1968 Sanborn Map shows that the Subject Property building located at 387 Eagle Rock Street was listed as "truck repair," and 353 Eagle Rock Street was listed as "automobile service." The potential for impacts to the Property from these historical uses represents a REC and a potential VEC for the Subject Property; 5) A dry cleaner operated on a site located at 135 South Shoup Avenue approximately 200 feet east and cross-gradient relative to the Subject Property. According to information in the environmental database search report the dry cleaner was in operation between 2005 and 2014. The potential for impacts to the Subject Property from this historical offsite use represents a REC and a potential VEC for the Subject Property. A Phase II ESA was recommended for the Subject Property to evaluate the RECs.
