Additional Property Attributes

Through 1941, the site consisted of cleared undeveloped land. The site was mixed wooded and developed land with a commercial building by 1949. From 1954 to 2017, the site consisted of multiple commercial buildings that operated as various auto shops throughout the years.

During Terracon's site reconnaissance, two air compressors were observed located adjacent to the vehicle repair warehouse/office building on impervious surface. The air compressor to the west of the building was observed with de minimis surficial staining beneath it. This condition does not constitute a REC to the site. Three (3) aboveground hydraulic lifts were observed in the vehicle repair warehouse/office building, and one (1) was observed outside in the south of the site. No staining or evidence of release was observed in association with the lifts or their hydraulic reservoirs. Four (4) ASTs were observed on the site during the site reconnaissance. The following describes the ASTs observed:

* Tank 1: approximately 250 gallons, empty, located in the SW bay area of the 225 E Pershing St property.
* Tank 2: approximately 250 gallons, used-oil, located west of the main repair facility and office building at 231 E Pershing St, Secondary Containment: concrete basin.
* Tank 3: approximately 250 gallons, empty, located west of the main repair facility and office building at 231 E Pershing St.
* Tank 4: Approximately 250 gallons, empty, located in a small storage building on the east side of 231 E Pershing St.

No staining or evidences of release were observed in the vicinity of the ASTs during site reconnaissance. Multiple 55-gallon drums were observed on site. The drums were primarily either empty or contained assorted tools and vehicle parts. One drum was observed containing used oil. All of the drums were observed on concrete surfaces with no floor sumps or drains in the vicinity of the drums. The drums do not constitute a REC to the site.

During Terracon's site reconnaissance, the owner representative, Randall Scott was interviewed by Terracon. Mr. Scott noted that previous site owners utilized in-ground hydraulic lifts to service vehicles. These lifts have since been removed. The historic presence of in-ground hydraulic lifts constitutes a REC to the site.

Selected federal and state environmental regulatory databases as well as responses from state and local regulatory agencies were reviewed. The site was identified in the regulatory databases; however, based upon regulatory status, the listing does not constitute a REC to the site. 41 environmentally regulated facilities are located within the surrounding area. One facility, Concords Custom Cleaners located at 1413 S Monroe St approximately 309 feet northwest of the site, was determined to have significant chlorinated solvent impacts to groundwater according to the most recent monitoring report from Earth Systems dated February 8, 2022. Based on the continued contamination, estimated size of the plumes, and southeast surficial groundwater flow direction towards the site, this facility constitutes a REC to the site. However, the site is being cleaned up in a state funded dry cleaning program.

Conclusions:

A Phase I ESA consistent with the procedures included in ASTM Practice E 1527-13 was completed at 225 & 231 E Pershing St, Tallahassee, Leon County, Florida,. Two Recognized Environmental Conditions (RECs) were identified in connection with the site:

* Historic in-ground hydraulic lifts and auto repair service: The historic presence of in-ground hydraulic lifts and near 70 year operational history as an auto repair service constitutes a REC to the site due to the potential for subsurface groundwater and soil impacts from potentially leaking hydraulic fluids coupled with the handling of petroleum and hazardous materials.
