Additional Property Attributes

The site is located to the south of Swett Avenue in the southeast area of Americus, Sumter County, Georgia. The site consists of approximately 125 acres of wooded land and wetlands, including Mill Creek. According to the Sumter County Tax Assessor, the site is currently owned by the Sumter County Board of Commissioners.

Historical Information
In the earliest historical aerial image reviewed (1948), the site consists of wooded and vacant land. The 1973 topographic map shows Mill Creek running from west to east across the site. In the 1975 historical aerial image, an access road appears from the east edge of the site and runs west into the center of the site. A large, open area is in the center of the site. According to Mr. Jim Littlefield of the Sumter County Public Works, this large, open area in the center of the site was used as a borrow pit for fill material that was used in Sumter County. In the 1975 aerial image, a structure and open area appear in the southeast area of the site near the access road. According to Mr. Jim Littlefield, this area and structure were used by Sumter Recycling, Inc. The recycling center was used to process and recycle cardboard and aluminum. In the 1982 aerial image, the access road and the borrow pit are still in the middle of the site and there appears to be large trucks throughout the access road and borrow pit. The Sumter recycling building and area is in the southeast area of the site. Wetland areas can be seen in the west areas of the site in the 1982 aerial image. In the 1988 aerial image, the structure and recycling area no longer appears on site. The access road and open area is still in the center of the site, and it appears to be in use by trucks. In the 1999 aerial image, the site is wooded except for two small areas in the southeast area of the site. According to Mr. Jim Littlefield, the borrow pit was used as a storm debris (limbs, trees, brush, etc.) staging area after hurricane Michael in late 2018. The contents of the pit were burned, and the ashes were spread, trees and grass were set in the area. The site remains relatively unchanged, consisting of wooded land with a clearing in the southeast area of the site in the remaining aerial images.

While EcoFlo and Triwood are deemed to be RECs to the subject property, a large portion of the subject property is wetlands, and is considered currently undevelopable. It is anticipated that any impact to the site from these offsite facilities would occur in the north and/or western portions of the site which are predominantly wetlands and currently undevelopable. The portion of the subject property that is currently considered for development is in the south and east, and an impact to this portion of the site is not anticipated. Therefore, no additional work to address the identified RECs is currently deemed necessary. Should conditions change, such that the western and/or northern portion of the site is considered for development, additional investigation would be necessary.

To assist with redevelopment planning efforts, a wetlands and endangered & threatened species habitat assessments were performed. The information gain from the assessments will allow the coalition members to fully maximize the development of the site.
