Additional Property Attributes

The property is within the St. Catherine St. Brownfield Target area and is eligible for a Phase I and II ESA. As a former "laundry and cleaners," it may be that the site has environmental conditions that have deterred investors or banks from loaning on the property. This tax forfeited property is now under the control of the Mississippi Secretary of State's office. The buildings on the property consist of slab on grade foundations and are of metal construction. The mixed grass areas are overgrown with a single hardwood tree on the northwestern portion of the property, on the southern portion of the outbuilding/warehouse. Concrete parking areas are located in the southern and western portions of the property. The concrete is cracked with mixed grass growing between. The buildings are in good condition with the exception of a few broken windows. The building's interiors serve as storage for the former cleaner's equipment and previous owner's personal and business items.

5.0 CONCLUSIONS
The conclusions are based on or are reasonably ascertainable from, published information, field observations, and the results of specific laboratory analyses.
1) In general, concrete was underlain by silt. The silt encountered was described as highly plastic, firm or friable, homogeneous, dry or moist, and brown. The silt extended to boring termination depths.
2) Saturated soils were not observed in the soil borings; therefore, no temporary groundwater wells were installed.
3) All the detected VOC concentrations were below their below their respective MDEQ Tier 1 TRGs except for a detected PCE concentration.
4) The 64.3 mg/kg concentration detected in soil boring SB-1 at the 1-foot to 4-feet interval exceeds the MDEQ Tier 1 Unrestricted and Restricted TRGs for PCE in soil.

RECOMMENDATIONS
The detected PCE concentration in soil boring SB-1 at the 1-foot BGS to 4-feet BGS exceeded the MDEQ Tier 1 Unrestricted and Restricted TRGs for PCE in soil. The SB-1 boring was located on the northwest corner of the subject property in a loading dock area near 55-gallon drums. PPM recommends a Phase III ESA be conducted to further assess and delineate the elevated PCE concentrations in the soil at the subject property.
