Additional Property Attributes

The Subject Site consists of a single 0.90 acre lot that is currently part of city right of way that was part of the land acquisition for the reconfiguration and expansion of 56th Street and Pendleton Pike. The area is mixed use commercial, warehousing, and light industrial. The Subject Site is located on the north side of an access drive just off 56th Street and Pendleton Pike. The Subject Site is bounded by Rays Trash Service storage lot to the north, East Side Welding to the west, Young Mobile Home Sales to the east, 56th and Pendleton Pike to the south with Crew Carwash, Best Equipment Co., and a self-storage facility beyond.

The Subject Site's past operations are not fully known. According to available historical aerial photos (1941 - 2021, maps.indy.gov/mapindy), the Subject Site was farmland prior to 1941. By 1956 the Subject Site was developed as residential property and remained the same through at least 1962. The 1972 aerials show two larger structures along with a number of trailers and other small objects. By 1986 all the trailers and small objects were removed leaving the residential house and larger structures. The 1990 photo shows the lot was being used for boat and trailer storage. By 2001 the lot was cleared, and the buildings were demolished, with the southern edge of the lot being prepared for the road expansion project. Aerial photos from 2002 - 2021 show the Subject Site as vacant, with random usage as temporary storage for road and utility equipment and job-site trailers. A 1983 Sanitary Landfill General Development Plan refers to the Subject Site as Alger Camping Supply

Given the only source of information available at this time is the aerial photo set and a reference on a drawing, it is impossible to fully determine the purpose and use of the additional structures visible from 1951 to 2001.
Thallium was reported in the soil at one location slightly above the RbCG RDC HHL, however, the average of all soil samples was well below. Naphthalene was reported detected in one groundwater sample above the HHL by one of two methods, but the reported detection was contradicted by the more reliable method.



Soil and groundwater on the Subject Site appear to have been impacted by metals in excess of residential and commercial HHLs due to past on-site activities, including the possible use of shallow urban fill. Arsenic exceeded the RbCG IDC HHL in soil at several locations in the 4-6' depth interval, possibly due to visible urban fill. Arsenic concentrations above and below that depth interval at those locations are not known. There is potential for exposure at the surface or migration to depth and groundwater.



Based on results of field filtered samples, the elevated presence of beryllium, cadmium, chromium, and thallium in groundwater is most likely natural due to fine sediments suspended in the water samples. However, the field filtered sample data does not rule out the possibility that the arsenic or lead may be above the HHL in a dissolved or mobile state.
Based on the results of this Phase II ESA conducted at the Subject Site located at 10160 E 56th Street in Lawrence, Indiana, BCA recommends:



Determine the horizontal and vertical extent of arsenic in shallow soil identified in 4-6 foot interval across most of the site.

Confirm whether arsenic and lead, identified in shallow groundwater, including field-filtered samples, is present in the mobile or dissolved phase.
