Additional Property Attributes

The Subject Property consists of one 0.53-acre tax parcel located at the north end of downtown The Dalles. The Subject Property (1N13E3BA1500) is owned by SBH Dufur LLC. Approximately 40% of the Subject Property is occupied by two buildings located on the southeast and northwest ends of the Subject Property, with a surface parking lot between. The southeastern building is a one-story former auto service garage constructed in 1960. The northwestern building is two stories, consisting of office space on the second floor and garage/warehouse space on the lower floor. The Property buildings are currently leased for use as a carpentry shop and for medical equipment storage. The Subject Property is zoned Central Business Commercial (C-H). Surrounding properties are largely commercial, except to the west and north, which are developed as a surface parking lot and the Lewis and Clark Festival Park, respectively. The Subject Property was first developed for commercial and residential use prior to 1884, including a hotel, laundry and wash houses, storage, a residence, a cigar shop, and a carpenter. By 1960, the Property was developed in its present-day configuration. The Subject Property was used as the C H Urness Motor Company's sales and service buildings from approximately 1973 until 2000. Mid-Columbia Heathcare Equipment used the Property from approximately 2005 until 2010, and Norco used the Property from approximately 2014 until 2017. The Phase I assessment found the following RECs: 1) The Subject Property was issued an NFA by Oregon DEQ following removal of a 500-gallon waste oil UST. This former waste oil UST represents a historical REC for the Subject Property. No assessment records are available for two other USTs removed from the Property. The lack of assessment records for the removal of two USTs represents a REC and a potential VEC for the Subject Property; 2) The eastern Subject Property building was the service garage for the C H Urness Motor Company. Multiple floor drains and service bays were observed during the site reconnaissance. No subsurface assessment has been completed to evaluate subsurface impacts from the auto service operations on the Subject Property. The use of the Subject Property as an auto service operation is considered a REC and a potential VEC for the Property; and 3) Piping in the east and north walls of the eastern Subject Property building suggests that an AST serving the building may have been present offsite and adjacent to the north or east Subject Property boundary. The potential presence of a former AST adjacent to the Subject Property is considered a REC and a potential VEC for the Property.
A Phase II ESA was conducted to evaluate the RECs. Significant environmental findings from the Phase II ESA, considering the current (commercial) and future
land use, include the following:
? Laboratory testing of soil samples indicated reported concentrations of GRO, DRO, RRO, chromium,
and VOCs (with the exception of benzene) did not exceed either DEQ clean fill screening values, or
Urban Residential Direct Contact RBCs, which were the most conservative potentially applicable
RBCs for the Property. Benzene was detected in one soil sample at a concentration that slightly
exceeded the DEQ clean fill screening value. Cadmium concentrations in two soil samples and the
lead concentrations in each of the soil samples exceeded the DEQ clean fill screening values. This
indicated that excess soils generated during redevelopment should be disposed of off-Property may
require special management. The reported lead concentration in the soil sample from boring SB-05
collected between 3 to 4 feet bgs exceeded the Excavation Worker Direct Contract RBC. The boring
was installed in the central portion of the surface parking lot. This screening level exceedance is likely
best mitigated through the use of engineering and/or institutional controls.
