Additional Property Attributes

The site contains one single-story 2,040 square-foot building that needs repair and maintenance. The site was previously occupied by dry cleaning businesses (Hi-Pointe Cleaners (1930-1949) and Morgan Cleaners (1958-1973). An April 2021 Phase I Environmental Site Assessment and a June 2021 Phase II ESA were performed by Environmental Works. Environmental concerns have stalled any potential redevelopment, resulting in a blighted property. Redevelopment of the property will involve the City of Maplewood's Planning & Zoning Commission and Design & Review Board. Anticipated future use is the building is to be remodeled and used for commercial use. A current Phase I is needed. The documented tetrachloroethylene (PCE) and trichloroethylene (TCE) impact at the site is considered a Recognized Environmental Condition (REC). A June 2021 Limited Phase II Environmental Site Assessment found PCE and TCE in subsurface soils above the Missouri Risk-Based Corrective Action (MRBCA) Default Target Levels (DTLs) and above the U.S. Environmental Protection Agency (EPA) Vapor Intrusion Screening Levels (VISL) for residential land use. The report determined that based on the exceedances identified, the vapor intrusion exposure pathway appears to present a concern to the site. Additional subsurface investigation is recommended. An additional Phase II was conducted. Arsenic and lead were detected in all three soil borings above the Missouri Risk-Based Corrective Action (MRBCA) Default Target Levels (DTLs) but below the St. Louis published background levels. Tetrachloroethene (PCE) was only detected in soil boring 2 at a concentration exceeding the DTLs, Residential, and Non-Residential Risk-Based Target Levels (RBTLs). Trichloroethylene (TCE) was also detected only in SB-2 at a concentration exceeding the DTL and residential RBTL. Total Petroleum Hydrocarbons (TPH)-Gasoline Range Organics (GRO), TPH-Diesel Range Organics (TPH-DRO), 1,2-dichlorobenzene, and n-butylbenzene were detected in one boring below the DTL. All the temporary wells were dry, so no groundwater samples were collected.

A Phase II Addendum was conducted. Tetrachloroethene was detected in the soil sample collected at B-1 and B-2 at concentrations that exceed the Default Target Levels (DTLs) and the current Non-Residential Risk-Based Target Levels (RBTLs) for sandy soil. Trichloroethene was detected in the soil sample collected at B-1 at concentrations that exceed the DTL and the current Non-Residential RBTL. Vinyl chloride was detected in the soil sample collected at B-2 at concentrations that exceed the DTL and the current Non-Residential RBTL for sandy soil.
