Climate Adaption and Mitigation - Planning or Assessment

Selected Strategy(ies)Explanatory Text
Phase I and Phase II ESAs that consider impacts from extreme weather events and natural disastersPhase I ESAs may consider current and on-going impacts from extreme weather events and natural disasters and consider future impacts to the site or area. For example, an investigation of the site history can include an investigation of site vulnerabilities based on historical and recent extreme weather patterns and events (e.g., floods and drought). Phase II ESAs may include use of renewable energy, incorporating remote sensing capabilities, maximize reuse of existing wells (as appropriate) and/or design wells for future reuse, use of field test kits when possible, use of local laboratories when possible, and use of appropriate sized equipment for the project.

Additional Property Attributes

REC #1 - A pile of burned material, apparently the remnants of one or more vehicles that was part of a firefighting exercise was observed in the center portion of the main parcel. Bromines, lead, chlorine and heavy metals are among the hazardous materials that compose the plastics, foams and fabrics in cars of all kinds. In addition, a prescribed burn of a vehicle without first draining it of fluids can release petroleum products including oil, grease and gasoline. This pile of burned debris is a REC.
REC #2 - Six pole mounted transformers, several of which were showed significant amounts of exterior rust, were observed on two wooden poles connected by overhead electric lines on the north side of the Subject Property. While these transformers were not observed to be leaking, their condition suggests a likelihood that they released oil, perhaps with polychlorinated biphenyls(PCBs) in the past and/or that this could happen in the future. This is a REC.
REC #3 - A hand drawn map provided by the City of Springerville shows the location where two underground storage tanks (USTs) were previously located on the northwest corner of the Subject Property. Reportedly, the USTs were undocumented and were discovered circa 2012 during construction of a driveway behind the west adjacent property, Western Drug & General Store. Although they were removed at that time, they are believed to be part of a former gas station. Because there is no known documentation of whether testing of underlying soil was performed at the time, it is possible that they released petroleum products (gasoline and/or diesel) which may remain at this The reported former presence and presumed use of these USTs is a REC.
REC #4 - The Site Nomination form, Owner Questionnaire and an email from the Springerville Town Manager all mention an electric generating station previously having been located in the northwest arm of the Subject Property between the gas station and the Rode Inn. The facility was reportedly powered by diesel generators and had a "bath" to submerge poles in creosote. There is also speculation that there may have been old transformers present. Although there are no documented releases of petroleum or hazardous substances at this facility, there issignificant potential for them to have occurred. The reported former equipment and activities at this facility is a REC.
