Addl Cleanup/Treatment info: Three USTs were removed from the site in May of 2023 during Phase II ESA activities to determine if impacts to soil and groundwater beneath the USTs were present. Soil and groundwater samples indicated that no contamination was present at the site associated with historical service station and UST operations. Additionally, lead-based paint was identified on interior and exterior painted surfaces of the structure onsite, however, removal is only required if the building use will meet the definition of a child-occupied facility. Since reuse plans include the extension of an adjoining restaurant, the lead-based paint identified is below actionable level.

The Meche's Exxon Station site is an approximate 0.51-acre vacant site developed with historical auto station structures and equipment including a concrete service station building with a connected metal covered auto structure, a separate metal covered auto structure, and a fuel island with an associated paved parking area. A grass-covered lot is on the northern portion of the site adjacent to the metal covered auto structure. The site is owned by Greg Meche and is one of the older establishments in the Town of Washington's historic district. The site was operated as an auto service and filling station from approximately 1952 to 2007, and then as an automotive detailing facility from 2016 to 2020. There is interest from a local restaurant to expand on the site, which would provide job opportunities, tax revenue for the town, and help to revitalize the town's historic district.

LDEQ completed a Phase I ESA in June 2022 under our state response program funds. Potential impacts from historic onsite operations as an auto service and filling station including hazardous materials, petroleum products, waste tires, construction debris, and solid waste, as well as potential asbestos containing materials (ACM) and lead-based paint (LBP) within the onsite structure's building materials were identified during the PI ESA. A Phase II ESA was completed to further assess the environmental concerns identified during the PI ESA, which included soil and groundwater sampling, ACM and LBP surveys, and UST removal and confirmatory sampling. Results of the Phase II ESA indicated no impact to soil and groundwater from historic or current site operations. Additionally, ACM was not identified in building materials. LBP was identified on interior and exterior painted surfaces; however, removal is only required if the facility meets the definition of a child-occupied facility. Since the redevelopment plans include extension of an adjoining restaurant, lead-based paint identified in the building is below the actionable level. The site was purchased by the adjoining restaurant and is in the process of being redeveloped as part of the facility.
