Additional Property Attributes

The property is a triangular parcel. Historical records document that the parcel was in use as a both gas and service station from 1952 through at least 1978. Permit records document use as a service station through 1987. A former owner indicated that the USTs were last used in 1987. County records document that the USTs were removed in 1992. The building was renovated in 2009 and briefly used as a restaurant. The property was acquired by the former Fresno Redevelopment Agency in January 2011, which demolished the building in 2012 or 2013. The property was subsequently acquired by the current owner (the Fresno Housing Authority) in July 2018, which is in the process of planning redevelopment of the full 16 parcel California Triangle property for mixed residential and commercial use. The Fresno Housing Authority completed a Phase I ESA prior to its acquisition of the property.

Soil samples were collected and analyzed for petroleum constituents in 1992 in conjunction with removal of three former USTs (300-gallon waste oil, 3,000-gallon gasoline, and 3,800-gallon gasoline). The tanks were reportedly last used in 1987 and potentially installed when the station was constructed and began operations in 1952. A total of eight samples were collected - four beneath the north and south ends of two former pump islands, one beneath piping extending from the former tanks to the pump island, and three beneath the ends of the USTs. The samples were reportedly collected at depths of 3 feet below the base of the USTs and piping, and 2.5-3 feet below the pump islands. Petroleum constituents were detected within only one of the eight samples (GS-2) collected beneath the 3,800-gallon gasoline UST. However, the reported concentrations are below applicable SLs in both 1992 and present day (2022). The FCPHD issued a Certification of Response Action letter in 1992 indicating that no further action was required.

Although the area of the former USTs was previously assessed at this parcel, no assessment has been completed as of July 2022 for the other areas of the parcel. The former use of the parcel at 731 East California Avenue as both a gas station and service station is also considered to represent a potential vapor encroachment condition.

The Phase II ESA completed using USEPA funding included collection and laboratory analysis of: a) one composite soil samples from 0-3-inch depth interval for arsenic, lead, and PAHs, b) 14 soil samples from 4 soil borings at depths up to 15 feet for arsenic, lead, TPH (DRO, GRO, ORO) and PAHs. Contaminants of concern were detected in all samples, but none at concentrations exceeding action levels. Two soil vapor samples were also collected and analyzed for VOCs, with multiple VOCs detected including one (benzene) at a concentration of 4.82 micrograms per cubic meter which exceeded the screening level for residential properties of 3.23 micrograms per cubic meter but which was below the commercial screening level (14 micrograms per cubic meter). It is anticipated that mitigation measures for soil vapor will not be required but further analysis may be required and will also depend on final reuse plans.
