Additional Property Attributes

The main parcel (847 Waterman Avenue) property was first developed in 1947 when a former YMCA building constructed in 1920 was moved to the property. The property was used by a social work agency (the International Institute) from 1947-1981, by a church (Our Lady of Mt. Carmel Catholic Church) from 1982-1999, and a school from 1999 until sometime before 2008. The building was used as a church or Christian center from 2008 through 2018. The building remains at the parcel but is currently vacant. The 847 Waterman Avenue parcel was acquired by the former Fresno Redevelopment Agency in October 2006, and subsequently by the current owner (the Fresno Housing Authority) in July 2017 - which completed a Phase I ESA prior to its acquisition of the property. The parcel at 823 Waterman Avenue was first developed for use as a public library in 1958. Ise as a library or for other institutional purposes continued through 2007. The property was acquired by the former Fresno Redevelopment Agency in October 2010 and the building demolished in 2013 or 2014. The property remained a vacant lot until acquired by the current owner (the Fresno Housing Authority) in July 2017, which completed a Phase I ESA prior to its acquisition. The Fresno Housing Authority is in the process of planning redevelopment of the full 16 parcel California Triangle property for mixed residential and commercial use. It is anticipated that the building will be renovated for use as a community center. The Phase II ESA completed using USEPA funding included performance of an ACM, lead-based paint, and regulated building materials survey of the building at 847 Waterman. ACM and lead-based paint was found in select samples at concentrations that may require abatement as part of renovation of demolition of the building. In addition, the scope included collection and analysis of: a) one composite soil sample (CS-1) for arsenic, lead, and PAHs, and b) two soil vapor samples (SV-01 and SV02) for VOCs. Contaminants of concern were detected in soil and soil vapor samples, but none at concentrations exceeding applicable screening levels. It was recommended to conduct an additional assessment whenever new structures are to be developed on the site. Fresno Housing is pursuing grant funding for potential future project. Future development is anticipated to include mixed-use (commercial and residential).
