Additional Property Attributes

The site is composed of 13 of 16 parcels that form the California Triangle redevelopment site. Nine of the parcels have assigned addresses (597-601 and 659-661 E. California Ave.; 537 Inyo Street; 842-46, 851, 854, 864 Klette Ave.; and 811 and 13 Waterman Avenue) and four have no assigned addresses. The two parcels on California Avenue were developed for commercial use in 1948-1950 which continued through 1980 to 2006. The remaining parcels with assigned addresses were developed for residential use as early as 1922 and as late as 2006. Residential use ended between 2005 and 2011. The remaining four parcels were never developed. The buildings and parcels were acquired by the former Fresno Redevelopment Agency over a 32-year period (1979-2011). The buildings were generally demolished within 1-2 years. All of the lots are currently vacant. The redevelopment site includes the former public rights-of-way (streets and alleys) within the overall California Triangle site. The current owner (the Fresno Housing Authority acquired all of the parcels in 2011 after first having completed a Phase I ESA. The Fresno Housing Authority is in the process of planning redevelopment of the full 16 parcel California Triangle property for mixed residential and commercial use. The Phase II ESA completed using USEPA funding included collection and analysis of: a) eight composite soil samples from the 0 to 3-inch depth interval (CS-2, and CS-4 to CS-10) for arsenic, lead, and PAHs, b) three trench soil/fill samples for arsenic, lead, PAHs, and TPH (DRO, GRO, ORO), and c) three soil vapor samples (SV-03 to SV-05) for VOCs. No contaminants of concern were detected in soil or soil/fill samples at concentrations that exceed applicable soil screening levels. Two VOCs (benzene in SV-03 and tetrachloroethylene in SV-04) were detected at concentrations that exceed residential screening levels but which are below commercial screening levels. It is not anticipated that vapor mitigation measures will be required but this determination will require further analysis, and possible additional testing, and also depend on final site reuse plans. Fresno Housing has not initiated any additional assessment work, but will address potential contaminant issues once a redevelopment is established.
