Additional Property Attributes

The 9.5-acre site is located within a 120-acre West Creek Village project redevelopment area. The site will be redeveloped as a new regional park, at the center of a planned residential development that will also be adjacent to a new West Fresno Satellite Campus. The park is being developed using ~$5.5M in funding awarded to the City in 2018 by the California Strategic Growth Council as part of a $66M Transformative Climate Communities (TCC) Grant. The City is providing $1.5M in matching funds. The TCC grant is funding the design phase, property acquisition, and park construction which include landscaping of 100 trees, low water use plantings, a walking path, irrigation, restroom, utilities infrastructure, site furnishings, and LED lighting. The City of Fresno Department of Public Works will provide long-term operations and maintenance of the park improvements. Historical use of the property for agricultural purposes dates back to at least 1937. A Phase I ESA was completed using EPA funds prior to acquisition of the property by the City in 2021. The Phase I ESA identified the long-term agricultural use as a REC. The Phase II ESA was completed to further assess concentrations or organochlorine pesticides (OCPs), arsenic, and lead in shallow soil, as well as to visually assess for evidence of fill materials through excavation of shallow test pits. No evidence of fill was noted. OCPs, arsenic, and lead were detected, but not at concentrations that required soil management or remedial activities for the planned future use as a park. The West Creek Village Complex is being redeveloped in phases with the initial phases of a Community Park and a State Center Community College District West Fresno Community College Campus breaking ground in April 2024. Future project phases will consist of single-family quality homes, multi-family mixed-income housing, and approximately 323,000 square feet of medical, business, and retail.
