Incorporate and encourage multi-modal transit opportunities in redevelopment activitiesPlanning, designing and building streets that enable access for all users, including pedestrians, bicyclists, motorists and transit riders. Brownfield redevelopment projects can incorporate sidewalks in their plans to allow for pedestrian traffic, outdoor public spaces to encourage community gatherings, and bicycle parking, bike share rentals, and bike trails to encourage biking throughout the community.

Additional Property Attributes

The site is a former railroad spur in southeast Austin that Union Pacific Railroad (UPRR) no longer uses for transportation operations. The City of Austin intends to purchase the railroad spur, so the Parks and Recreation Department can redevelop it to connect existing hike & bike trails around south Austin.
The City of Austin's Urban Trails Program identified the Bergstrom Spur Trail as a high-priority project in the 2014 Urban Trails Plan. The trail was prioritized for its potential to greatly enhance local urban trail access in southwest Austin, improve connectivity, and provide a viable route to walk or bike to the airport. The Bergstrom Spur was also identified as an important link for connecting regional pedestrian, bicycle, and transit networks in the 2017 Capital Area Metropolitan Planning Organization Regional Active Transportation Plan and the 2019 Austin Strategic Mobility Plan.
The abandoned spur will be transformed into an urban trail, called the Southeast Austin Connector (SAC) project. The Bergstrom Spur Urban Trail will connect with the existing Country Club Creek Trail, offering low-impact bicycle, pedestrian, and micro-mobility transportation options that benefit congestion and improve air quality. A RAISE grant application was submitted to US Dept. of Transportation to assist with funding for this high priority project in the Austin Strategic Mobility Plan (ASMP). The SAC provides multimodal transportation options to meet the ASMP goal of reaching 50/50 mode share by 2039. Due to the SAC's proximity to schools, transit, and employment centers, it is expected that there will be a long-term modal shift, where non-auto modes increase substantially in the immediate vicinity of the Southeast Austin Connector trail.
The City of Austin performed a Phase I ESA in 2019 before beginning purchase negotiations with UPRR and conducted Phase II activities in 2020/2021, using COA funds. ABRO has been assisting the investigation by providing technical guidance. The property transaction is anticipated this year, so a new Phase I ESA is being requested as due diligence prior to the purchase. The Phase I ESA was completed in January 2023. However, the property transaction was delayed, and the Phase I ESA was updated in June 2023. City Council approved purchasing the property, and the acquisition is anticipated in July 2023.

Following acquisition, the spur will be developed in three phases. Once complete, the three segments will function and feel like a cohesive, continuous trail. Design for the first phase began in Winter 2022, with construction anticipated in Fall 2024. Construction of the final segment is expected to wrap up in Fall 2026.
