Additional Property Attributes

CoA owns the property and wants to address environmental issues before putting the property forward for affordable housing development. This project is in a census tract (21.11) identified as disadvantaged in the Climate and Economic Justice Screening Tool (CEJST).
The property was formerly operated by BFI/ACCO Wastepaper Recycling Company as a paper and rigid container recycling facility from approximately the late 1970s to 1999, when it closed. The eastern parcel was originally developed as a warehouse facility in the 1950s. Additional improvement to the western parcel occurred through the 1990s with a total of five different buildings developed on both tracts by 1995. These five buildings included a main storage and office building, a baler station, a material recovery facility, an equipment and vehicle maintenance shop building and an employee building. Past tenants owned/operated underground and above ground fuel storage tanks, which were removed in 1999. Following removal, assessments indicated hydrocarbon releases to soils and groundwater.
The City of Austin performed a Phase I ESA on April 17, 2001, which identified the fuel storage tanks on site. Due to the Phase I ESA, TCEQ corrected an oversight and determined additional groundwater assessment was necessary. Additional groundwater monitoring was performed, and the site received commercial/industrial closure from the Leaking Petroleum Storage Tank (LPST) program in 2006.
CoA intends to perform additional assessment to attain residential closure, so the property can be redeveloped as affordable housing/mixed use development. TCEQ concurred that the site meets residential land use requirements of the LPST program. In preparation for entering the TCEQ VCP, monitor wells will be installed to collect current groundwater data and draft Affected Property Assessment Report (APAR). The FSP was submitted and approved December 23, 2022. The field work to install monitor wells, collect and analyze soil and groundwater samples was completed in January 2023. The APAR was submitted to TCEQ on April 28, 2023.
Quarter 3 Update: The previous Phase I & II ESAs were submitted to TCEQ along with the VCP Application and Agreement in December 2022. The Affected Property Assessment Report (APAR) and Drinking Water Survey Report (DWSR) were submitted to TCEQ in April 2023. TCEQ provided preliminary comments in response to the Phase I & II ESAs in June, to which ABRO will prepare a response. ABRO is waiting on a response from TCEQ's review of the APAR before taking any additional steps.
In the News: In 2022, a new mural along the Bolm Road site was unveiled. The mural, over 900 feet in length and covering two retaining walls, conveys stories about the Govalle Neighborhood's past, present, and future. This is one part of the Bolm Road Beautification Project, spearheaded by the Govalle Neighborhood Association, with funding assistance from the Austin Public Works Neighborhood Partnering Program. The mural will be featured in a 3-part PBS documentary titled Muraling Austin. Episode 1 will feature the Bolm Road mural, titled 'Protectors of the Red Bluff'.
