Additional Property Attributes

The site consists of approximately 6.6 acres in the southwest area of Americus, Sumter County, Georgia. The site was formerly used as the Habitat for Humanity Global Village and Discovery Center and contains seventeen small structures representing a typical home from third world countries around the world. The site also contains three large buildings, an event center, a welcome center, and a maintenance building. Much of the site area consists of vacant, grassy land with walkways throughout. According to the Sumter County tax assessor, the tax parcel number for the site is 25-2-1.

In the 1895 Sanborn Map reviewed the site consists of residential properties in the east and west areas of the site. In the 1900 Sanborn Map, Whitley Grocery Co appears in the northwest area of the site. Throughout the 1905, 1912 and 1924 Sanborn Maps, the site consists of several industrial properties (Farmer's Cotton Oil Co, Cotton Seed Oil Mill & Ginnery, Virginia-Carolina Chemical Co) in the west and middle areas of the site with residential structures in the east area of the site. An oil house was noted on the site in the 1912 Sanborn map and a gas tank was noted in the southeast portion of the site in the 1924 Sanborn map. The industrial properties are visible in the 1948 through 1988 aerial images. In the 2007 aerial image, the Habitat for Humanity Global Village and Discovery Center is visible on the site, consisting of many structures and connecting walkways. The 1948 Sanborn Map indicates a machine shop in the central portion of the site. The site remains relatively unchanged in the remaining aerial images.

At the time of site reconnaissance, the site was observed to consist of seventeen small structures that were decorated as models of residential structures from countries around the world connected by walkways. Three large buildings were observed, a welcome building, a building with a stage to be used for community events and a warehouse used to store maintenance equipment such a lawn movers and paint. Much of the site consisted of outdoor areas of grassy or wooded land.

We have performed a Phase I ESA consistent with the procedures included in the ASTM Practice E 1527-13 at the Former Habitat for Humanity Global Village and Discovery Center located at 726 Millard Fuller Boulevard, Americus, Sumter County, Georgia. The historic use of the site (Virginia-Carolina Chemical Co, Empire State Guano Company, etc.), along with the historic presence of an onsite machine shop, oil house and gas tank are all considered RECs. Also, the historic investigations at the site which indicated onsite contamination, and the lack of definitive information regarding the final disposition of the contamination is a REC. Additionally, the offsite, nearby, historic gas tank on the adjoining property to the south of the subject site is also a REC.

A Phase II was conducted on the site, with the field activities taking place November 21 through 23, 2022. Twenty-three borings were advanced at the site and ten temporary monitoring wells were installed. The results of the analytical results indicated no constituents were detected above GA EPD notification concentrations for soils and no detections above laboratory reporting limits in groundwater.

Redevelopment plans for the site include an amphitheater and park area for the citizens in the area. One Sumter Economic Development Foundation, Inc. was awarded a Community Project Funding award from HUD in the amount of $1,260,00 for the project. As part of the HUD grant requirements, a HUD Environmental Assessment was required. One Sumter was able to leverage other donations for the project to cover the EA fees. The amount leveraged was $6,500.
