Additional Property Attributes

The Subject Property consists of 13 adjoining tax parcels in Henderson, Nevada in Clark County. The total size of the 13 parcels is 2.14 acres. All tax parcels are zoned Downtown Mixed-Use (DX). Ten of the parcels are owned by City Tower LLC with the remaining three owned by City of Henderson Redevelopment Agency (RDA). The 13 parcels consist of vacant land. According to historical sources, the Subject Property was developed sometime between 1950 and 1958 with single-family residences located on East Victory Road, a commercial structure located at 1 South Water Street, and a gas station located at 3 East Lake Mead Parkway. Two smaller structures were observed on the 15 East Lake Mead Parkway parcel in 1973 and then in 1981 construction commenced on a building in that location which was visible in the 1983 aerial photograph. The building constructed at 15 East Lake Mead Parkway contained a restaurant and/or nightclub according to historical directories. Between 2007 and 2008 each of the Subject Property structures were demolished. Adjoining sites are vacant land and the Dignity Health-St. Rose Dominican Hospital to the north; to the east commercial businesses including a gun shop fronting East Lake Mead Parkway and single-family residences on East Victory Road; single-family residences to south and commercial retail fronting South Water Street and to the west vacant land and restaurant. No RECs in connection with the Subject Property were found. A review of environmental records for the historical gas station located on the Subject Property indicates that NDEP granted site closure in August of 2001; the former gas station is a closed case with an NFA determination (not a REC for the Subject Property). An approximate 4 foot x 4 foot area of stained soil was observed at the southwest corner of the Subject Property. The stain appeared to be from a parked vehicle as opposed to a release and is considered de minimis in nature. Due to the limited nature of historical site assessment activities, it is possible that during redevelopment of the Subject Property petroleum contaminated soils may be encountered within the former footprint of the historical gas station located at 3 Lake Mead Parkway. Stantec recommends that if discovered, these contaminated soils be appropriately managed. This may include retaining the soils on the Subject Property or transporting the soils to an appropriate disposal facility.
