Additional Property Attributes

The subject property is located in downtown Roanoke, Alabama. The Methodist Church adjoins the property on the north side and on the opposite side of Main Street. A law office adjoins the property to the east and on the opposite side of Vaughn Street. A residential property adjoins the property on the south side. The City Hall and a storage building owned by the City adjoin the west side of the subject property. This assessment has revealed no evidence of RECs in connection with the property except for the following: ? City Garage. The storage building currently located on the south side of the City Hall parcel was formerly used as a vehicle repair shop from the early 1940s until the 1980s. Automobile repair shops typically use or store fuels, lubricants, solvents, and other automotive fluids. The garage operated during a time before environmental regulations were promulgated, and it is likely that spills or releases occurred during its operation. Therefore, the use of the adjoining property to the west as a vehicle repair garage is considered a REC. ? Underground Storage Tank (UST) on City Hall Parcel. According to interviews, a UST was located on the City Hall parcel until it was closed by filling it with concrete in the mid-1980s. The former contents of the UST are not known. The tank was not registered with the Alabama Department of Environmental Management (ADEM), and no information could be obtained regarding an environmental assessment performed when the UST was closed. Because the UST operated for a number of years before environmental regulations were promulgated, it is likely that a release occurred during that period. Therefore, the UST on the City Hall property is considered a REC. ? Nearby Former Auto Garage / Retail Petroleum Station. According to Sanborn fire insurance maps from 1930 to 1955, a "filling station" (retail petroleum station) and auto repair facility were located approximately 100 feet west of the subject property along Main Street. The building in which the facility was located appears on aerial photographs until 1971 but is not visible on a 1985 photograph. Interviews indicated the petroleum station went out of business in the 1960s and was replaced by an auto parts store. However, because the auto repair shop and petroleum station operated for over 30 years during a period before the promulgation of environmental regulations, it is considered a REC.
