Additional Property Attributes

Based on the review of historical resources, the Site was developed land within the
downtown area of Prescott from as early as 1890 to 2022. In 1910, the Site was identified as
the Prescott Fire Department building and from the late 1800s to the early 1900s the Site
was utilized as a horse stable and livery. By 1924, the Site was used as a firehouse and
office. The structure on the Site was first listed under the current address 201 South Cortez
Street in 1939. In 1948 a Chamber of Commerce building was added to the existing fire
house. In 1957 the Site was converted into the City Water office. According to the Yavapai
County Assessor's information, the current Site building was constructed in 1977 however
according to the City of Prescott, the Site building was constructed around 1962. Multiple
government entities occupied the building in 1967 and by 1972 the building was converted
into Prescott City Hall, which is the current use of the building as of 2022.

Based on the findings of the asbestos survey, the ACM popcorn ceiling (N-1, N-2, and N-3) is
considered friable RACM by EPA's NESHAP standards, and must be properly removed by an
asbestos abatement contractor prior to renovation or demolition that would otherwise disturb these
materials.
One sample (D-1) of ACM black/yellow mastic under purple colored carpeting was identified in the
central portion of Room 231C, and this HA is estimated to cover up to approximately 5,500 square
feet. The exact location of all black/yellow mastic under carpeting is unknown at this time; and
therefore, all black mastic found under carpeting should be assumed to be ACM. ACM samples of
9"x9" tan vinyl floor tile with yellow mastic (G-1 and G-3) were identified in Room 303B and are
estimated to cover approximately 143 square feet. Samples of ACM 9"x9" tan vinyl floor tile with
ACM mastic (CC-1 and CC-2) were identified in Room 303B, and are estimated to cover
approximately 40 square feet. ACM mastic under brown colored carpeting (BB-1 and BB-2) was
identified in the Council Chambers Room 231C, and is estimated to cover up to approximately 1,400
square feet. ACM silver-colored HVAC duct sealant (HH-1 and HH-2) was identified on the northern
portions of the older model HVAC unit located on the roof of the eastern portion of the Site building,
and is estimated to cover up to approximately 25 square feet. Although these non-friable Category I
and II materials are not considered RACM in their current condition, hand removal by an asbestos
abatement contractor is recommended prior to disturbance by any planned renovation or demolition
of the structure. Care should also be taken to avoid mechanical removal methods that could render
these materials friable and therefore RACM by NESHAP standards.

Four of the painted components tested by XRF were found to exceed the LBP threshold of 1.0
mg/cm2. The highest XRF readings which exceed the LBP threshold included a lead content of 1.60
mg/cm2 and represented the dark gray painted wooden door of the janitor's closet/HVAC storage
room (200) at the eastern entrance to the City Hall Chambers; a lead content of 1.20 mg/cm2 which
represented the white painted metal hand rail of the staircase to the basement, a lead content of
4.80 mg/cm2 which represented the white painted eastern-most beam on the southern drive-through
awning; and a lead content of 4.30 mg/cm2 which represented the white painted middle ceiling beam
on the northwestern main entrance exterior awning.
