Additional Property Attributes

The 447 W North Street property consists of one vacant parcel of land, totaling approximately 0.156 acres on the north side of the City of Kalamazoo, Michigan, current PID (06-15-165-216). The parcel was split from a larger parent parcel (1.28 acres) in January 2022, with a previous PID (06-15-165-001). Historical uses of the property were for retail purposes including a grocery, meat, and general store. The property's structure (s) were demolished sometime before the NACD took ownership in 2020. Since then, the subject property has not been utilized for any specific purpose and has remained vacant. However, redevelopment plans include the construction of three (400 square feet) tiny homes and one (800 square feet) community/kitchen building on the parcel.

441 W North Street (06-15-165-102), is now 445 W North Street (06-15-165-215).

Additionally, historic records indicate the 604 N. Westnedge Avenue parcel (06-15-165-210) was historically utilized for gasoline retail and automotive service. A ground penetrating radar (GPR) survey conducted in September 2020 identified two anomalies consistent with the continued presence of two buried tanks on site. Previous PID (06-15-165-006). On November 21, 2022, the UST removal activities started on the east side of the building to remove the smaller UST. 50 inches of product was discovered in the small UST. GFL sampled the UST contents for liquid waste characterization and disposal facility approval. The contents of the UST were characterized as used oil mixed with water. On November 22, 2022, the UST removal activities started on the southwest side of the property to remove the bigger tank. Approximately 43 inches of thick black product was discovered. GFL examined the UST contents for liquid waste characterization and disposal facility approval. The contents of the UST were characterized as used motor oil. The UST Site Assessment soil sampleswere submitted under chain-of-custody to Merit
Laboratories, Inc. Of East Lansing, Michigan, to be analyzed for volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PNAs), cadmium, chromium, and lead. The soil analytical reports indicated that no chemicals of concern (COCs) were detected above Generic Residential and Non-Residential Cleanup Criteria (GRCC and GNRCC, respectively). Based on the results of the Site Assessment, there is no indication of environmental contamination associated with the former presence of each of the two tanks.

The Phase II ESA conducted by Envirologic for 447 W North Street found PCE detected at one sampling above the ELGE Residential and NonResidential VIAP screening level. Based upon the timing and uncertain outcome associated with potential additional assessment/sampling, it is the experience of Envirologic that the integration of an active vapor intrusion mitigation system (VIMS) into new construction of the tiny homes represents the expeditious path to redevelopment while ensuring no unacceptable health exposures in the future.

The Phase II ESA conducted by Envirologic for 441/445 W North Street found the concentrations of all contaminants identified during the one-time sampling event are below the EGLE Residential and Non-Residential screening levels for the volatilization to indoor air pathway (VIAP). Based upon the timing and uncertain outcome associated with potential additional assessment/sampling and the identified presence of chlorinated solvent-based contaminants in sub-slab soil gas beneath the building, it is the experience of Envirologic that the integration of an active vapor intrusion mitigation system (VIMS) into the existing structure represents the most expeditious path to redevelopment while ensuring no unacceptable health exposures in the future.
