Addl Cleanup/Treatment info: Site-specific standards under LDEQ's Risk Evaluation/Corrective Action Program (RECAP) Management Option 1 (MO-1) were developed to further assess constituents of concern (COCs) identified above LDEQ's RECAP screening standards. Lead and mercury in groundwater and arsenic and barium soil were found below MO-1 standards developed for the site, and are not currently a threat to human health and the environment. Further sampling is warranted for lead and mercury in soil before additional assessment and/or cleanup can be completed.

Additional Property Attributes

Former Use: Past land use of the property includes a railroad right of way, stores, dwellings, restaurants, and a ferry transportation point. The site has been dormant since the ferry service from Gretna shifted to the Canal Street Terminal in 2009. Past land use of surrounding properties includes restaurants, dwellings, commercial warehouses, wharfs, auto repair and painting shops, a railroad yard, and UST locations. The Port of New Orleans is the property owner.

The Port of New Orleans is working with LDEQ to address environmental concerns for site closure and begin reuse planning. A file review was conducted under LDEQ's TBA Program to gather data on the property's environmental condition and to determine if additional assessment is required. Along with the file review, site-specific standards were calculated using available data under LDEQ's Risk Evaluation/Corrective Action Program (RECAP) Management Option 1 (MO-1). All constituents of concern (COCs) that had been identified above LDEQ's RECAP screening standards were below the calculated site-specific standards except for lead and mercury in soil. Further sampling is warranted for these constituents prior to additional assessment and/or cleanup. A Phase II was completed in July 2024, which delineated all metals except lead in certain areas. Further delineation sampling is required for lead, and delineation sampling plans are currently being prepared.
