Additional Property Attributes

The property was historically developed with multiple dwellings, private automobile garages, and
small outbuildings from at least 1916 to 2006, and with Superior St. Oiling Co. from at least 1961 to
1976, the Barbicas Asphalt Paving Garage in 1984, and the Barbicas Construction Co. from at least
1994 to 2005. The property has been comprised of undeveloped grassy land from at least 2010 to the
present. The City has been marketing these parcels for residential development and has been contacted by
several potential buyers interested in building homes. The City has put the sale of the these parcels on
hold until the additional environmental assessment is completed and the data analyzed. The property is planned to be redeveloped with single family residential housing in line with the Hickory
Corridor/Cascade Locks Urban Renewal Area objective to facilitate the development of new housing
opportunities in this area. The City's goal is to increase the attractiveness and stability of the residential
area by facilitating new home construction. Arsenic above the VAP GDCSS for residential land use were identified in soil borings, which are located in the central, western, and southeastern portions of the site. No other VOCs, PAHs, RCRA metals or PCBs were detected in the soil samples collected from the borings above residential criteria. To limit the potential for direct contact with soils reported as exceeding the Residential Land Use VAP GDCSS, TTL recommends that the impacted areas will need to either be covered with a minimum of two-feet of material or removed to mitigate the exposure risk to meet the residential point of compliance. Additionally, soils excavated as part of construction would have to be properly characterized before being reused onsite or disposed of off-site. The potential for vapor intrusion and subsequent negative health effects are a possibility. TTL recommends any building(s) constructed on the site utilize engineering methods (i.e. vapor barriers and/or active/passive venting) to prevent the potential for vapor intrusion into occupied spaces. Contaminant: soil gas (1,2,4-TMB, 1,3,5-TMB, 1,3-butadine, benzene, cyclohexane, heptane, hexane, xylenes)
