Additional Property Attributes

At the time of the reconnaissance, the Subject Property consisted of five parcels comprising approximately 4-acres of land. The northern portion of the Subject Property was developed with a 12,264 square-foot industrial warehouse separated into east and west portions. The eastern portion of the warehouse consisted of bulk oil storage and distribution operations, and the west portion of the warehouse consisted of a community care center office for clothing and food storage. A 6,000 square-foot industrial warehouse used for auto repair and salvage operations and 324 square-foot; empty, three-sided structure were also present in the northern portion of the Subject Property. A 1,500 square-foot commercial building used for storage and former dispenser island area were observed in the southwest portion of the Subject Property. Dense vegetation was observed in the central portion of the Subject Property. The remainder of the Subject Property consisted of grass-covered, gravel, or concrete-paved areas. This assessment has revealed no evidence of recognized environmental conditions in connection with the Subject Property except for the following: the uses of the Subject Property for various industrial uses including bulk petroleum storage, filling station, auto repair, and auto salvage operations, as well as the documented release of contamination to the subsurface at the Subject Property and the potential migration of contaminants onto the Subject Property associated with unknown or unreported releases to the subsurface from surrounding sites.
The following VECs and/or emerging contaminant concerns were identified at the Property: the potential migration of contaminants to the subsurface at the Subject Property associated with the former AST and UST systems and storage operations at the Subject Property and the potential migration of contaminants onto the Subject Property associated with off-site sources.
The following Remediation Work Plan (RWP) has been formatted using the Indiana Department of Environmental Management's (IDEM's) Risk-based Closure Guide (R2), dated July 8, 2022. The objective of the RWP is to:
* Evaluate the nature and extent of contaminated soil and groundwater at the Property,
* Remove two suspected underground storage tanks (USTs),
* Remediate suspected hydrocarbon impacted soil and groundwater beneath the Property, and
* Achieve No Further Action (NFA) Status through IDEM.
Upon receipt of the NFA designation, the property is expected to be remain a commercial business.

An underground storage tank (UST) investigation and removal was conducted at the former Mullis Petroleum Company property located at 1018 J Street, Bedford, Lawrence County, Indiana, hereinafter referred to as the "Property". Two regulated USTs and one unregulated UST constructed of steel were removed from the subsurface, cleaned, and transported off-site for disposal by Hoosier Equipment Service, Inc. (Hoosier). The USTs were housed in three separate excavations; one of which was located in the northern portion of the Property, and two in the east-central portion of the Property. Based on the analytical results of the soil and groundwater samples collected, further investigation is warranted.
