Additional Property Attributes

At the time of the reconnaissance, the Subject Property consisted of approximately 0.6 acres of land developed with a 3,873 square-foot, slab-on-grade commercial building and 792 square-foot canopy in the central portion of the Subject Property. A dispenser island was present beneath the canopy. A grassy area was present in the southeast portion of the Subject Property. The remainder of the Subject Property consisted of asphalt-paved parking areas. This assessment has revealed no evidence of recognized environmental conditions in connection with the Subject Property except for the following: the reported release associated with two UST systems at the Subject Property, the known contamination in the soil at the Subject Property above current regulatory published levels, the potential for contaminants to be present from the closed open dump present in the southern portion of the Subject Property and the potential migration of contaminants onto the Subject Property associated with the former north adjoining filling station. The following VECs and/or emerging contaminant concerns were identified at the Property: the ISC report documenting the chemical analyses performed on soil samples collected from the Subject Property identified concentrations of VOCs above 2016 IDEM RCG Screening Levels and 2022 R2 Published Levels. The known presence of VOC contamination in the soil at the Subject Property, the potential for contaminants to be present at the Subject Property associated with the closed open dump in the southern portion of the Subject Property and the potential for migration of contaminants onto the Subject Property from the former filling station to the north. It is the EP's opinion that further investigation is warranted.
A Remediation Work Plan (RWP) was prepared. The objective of this RWP is to:
* Evaluate the nature and extent of contaminated soil and groundwater at the Property,
* Remove two suspected underground storage tanks (USTs),
* Remediate suspected hydrocarbon impacted soil and groundwater beneath the Property, and
* Achieve No Further Action (NFA) Status through IDEM.

Between February 8 and 17, 2023, an underground storage tank (UST) investigation was conducted and removal at the former Ashley 76 and Oolitic Dump property located at 310 Hoosier Avenue, Oolitic, Lawrence County, Indiana, hereinafter referred to as the "Property". Two regulated USTs constructed of steel were removed from the subsurface, cleaned, and transported off-site for disposal by Hoosier Equipment Service, Inc. (Hoosier). The USTs were housed in one excavation, located in the northern portion of the Property. During the UST closure, approximately 110 gallons of water/sludge (waste water) were removed from the USTs and disposed of off-site by Hoosier Equipment, Inc. Twenty soil borings were advanced, eight of which were converted into temporary monitoring wells, to investigate the potential presence of contamination at the Property from the UST systems, former bulk dispenser area, and current and former uses of the Property. Based on the analytical findings of the soil, groundwater, sub slab and indoor air samples collected as part of the UST assessment activities, additional work associated with UST systems does not appear warranted. Based on the findings of the soil borings and test pits associated with the waste boundary delineation, additional work including the generation of an IDEM-approved Closure Plan for the "closed open dump" may be necessary.
