Additional Property Attributes

Historically, the Site was occupied by several dwellings and stores along S. Ludlow Street, W. 4th Street, and S. Wilkinson Street by at least 1887, and by 1918, a four-story building was present on the southeast corner of the Site, occupied by the Dayton Daily News. A garage with an 80 car capacity was located along W. 4th Street with an 840-gallon "gasol" UST. Several dwellings, a store, and the Metropole Hotel were present along W. 4th Street and the store on W. 4th Street has a 225-gallon "gasol" UST. By 1950, the garage building along W. 4th Street had been replaced by a three story building labeled printing. The north portion of the building was labeled as foundry with three smelting pots. The dwellings and stores are no longer present on the west portion of the Site. A filling station with three USTs was located on the south central portion of the Site, a post office annex was located on the southwest corner of the Site, and an auto laundry was located on the northwest corner of the Site. The Dayton Daily News expanding into a four story building that replaced the stores along S. Ludlow Street by 1955 and the auto laundry was identified as post office storage. The three buildings on the west portion of the Site were no longer present by 1981, and the 10 story building on the northeast corner of the Site was removed prior to 2013 and demolition of the Dayton Daily News buildings had been initiated. By 2015, all structures on the Site had been removed with the exception of the original Dayton Daily News building on the southeast corner of the Site. This is a crucial property in a highly visible corridor of the central business district. A key $50 million development project, The Dayton Arcade, is directly across the street. The Arcade developer has expressed interest in obtaining the parcel. While, specific development plans are still being crafted, the developer has concluded it is critical for them to control the future of this property to ensure the use is complimentary to the Arcade. The results of the geophysical study indicate that a potential orphan UST exists in the northern portion of the Site along the alley; Based on the results of the soil analysis, all detected concentrations were below their respective Ohio Voluntary Action Program (VAP) Residential (unrestricted use) Generic Numeric Standards (GNS) and/or Bureau of Underground Storage Tank Regulations (BUSTR) Closure Action Levels; and, MSG did not encounter shallow groundwater to a maximum depth of 25 feet below the ground surface (bgs) at the Site. Further, because the Site lies within a verified Ohio VAP USD, the drinking water exposure pathway is incomplete at the Site.
The test pit excavation did not identify an abandoned UST at the geophysical anomaly area in the northern portion of the Site.
