Lead is relatively widespread (laterally and vertically) in fill across the Site at 424 12th Street at concentrations exceeding the health risk-based screening level for lead in residential soil of 80 mg/kg. However, the proposed development will remove the pathways for direct contact, ingestion, and inhalation with soil for future residents because nearly the entire Site will be covered with impermeable surfaces (two three-story buildings, asphalt pavement, and concrete hardscapes), thereby eliminating the potential human health risk to future residents and workers. A vapor barrier will also be installed on the northernmost building as an additional precaution to prevent intrusion of potential VOC vapors into the building.

Additional Property Attributes

The 0.59-acre Site is located in the Alkali Flat neighborhood of Sacramento, which is situated between the downtown railyards to the north and downtown Sacramento to the south. The Site is vacant with only remnant concrete slabs and pavement from previous development. The Site has been developed with residential and commercial structures since at least 1895. The primary uses include a former commercial fueling facility that operated on the 424 12th Street site parcel from the late 1950's through the early 1960's and then a restaurant was constructed sometime afterward and demolished between 1994-1996. Payless Cleaners operated on the 1117 E Street site parcel for approximately 15 to 20 years and reportedly as a drop-off/pick-up facility only with dry cleaning performed at other offsite locations. 1117 E has reportedly been vacant for the past 30 years. The proposed development (anticipated future use) consists of a new five-story, mixed-use building, which will cover approximately 3/4 of the Site along 12th and E Streets with paved surface parking in the northwestern portion of the Site. Lead is relatively widespread in fill across the Site at 424 12th Street at concentrations exceeding residential screening levels.The Sacramento County Environmental Management Department (SCEMD) has approved a soil removal workplan that was part of the ASI, which proposes to remove fill from one area of the Site where an anomalously high lead concentration was detected that poses an potential health risk for construction and site maintenance workers, but the development will work as a cap to protect future residents from potential exposure to lead in soil. Trichloroethene (TCE) was detected in one soil vapor sample collected from the northwestern portion of the Site (outside of the proposed building footprint) at a concentration exceeding the ESL for TCE in soil vapor in a residential setting, but at a concentration less than the ESL for a commercial setting. TCE was not detected in any of the other soil vapor samples collected on the Site and is unlikely to create an unacceptable health risk for future residents or workers on the Site under the current proposed development plan. If the proposed development design were to be changed, additional assessment or vapor intrusion mitigation measures could be necessary. Prior to cleanup SCEMD will require distribution of a public notice and comment period and a Soil Management Plan for the site.
