Additional Property Attributes

The subject property was developed between 1908 and 1921 with one dwelling in the northeastern corner and four connected dwellings (similar to apartments) in the northwestern portion along Frankfort Avenue. Between 1921 and 1928, a storage building was constructed in the eastern-central portion, a commercial structure was constructed in the southern portion with six storefronts on the first floor and a movie theater on the second floor, and four additional connected dwellings were constructed in the western portion south of the existing dwellings. Between 1936 and 1962, the northeastern dwelling and eastern-central structures were demolished, and the southern commercial structure was converted to general storage with a restaurant on the southeastern corner. The western dwellings were vacant in at least 1962 and 1963 and then converted into Reynolds Metal Company Warehouse in at least 1964. Between 1974 and 1981, all structures were demolished, and the property has remained vacant since that time. Due to a lack of historical records, PM was unable to determine complete occupancy history for the former southern and western buildings from 1929 to 1961 and from 1974 until the buildings were demolished between 1974 and 1981. However, based on the known use for storage and warehousing, the length of time since storefronts were present (at least 60 years) and the length of time since the buildings were present (at least 41 years), PM has not identified the unknown occupancy or former onsite operations as a REC.

This assessment has revealed no evidence of recognized environmental conditions connected with the property except the following:

* The north adjoining property, identified as PIN 26454, was occupied by E.H. Darby's Union Aluminum Company (UALCO) in the 1950s and 1960s. Due to the lack of available historical records, PM was unable to determine the exact operations that occurred on the property. Additional manufacturing and metal working operations were performed following closure of UALCO (exact dates unknown). Historical interior waste streams associated with the likely former metal working operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former operations are unknown and may be a source of subsurface contamination. Based on the likely former long-term metal working operations (approximately 64 years) and the close proximity to the subject property (directly adjoining), the potential exists that a release has occurred on the property and migrated onto the subject property.

* The northwest adjoining property, identified as PIN 23629, was formerly associated with E.H. Darby's UALCO in the 1950s and 1960s. Based on a previous Phase I ESA report for 201-205 Austin Avenue (dated December 16, 2020), Ms. Jane Darby Dill stated that the current and former commercial buildings were a portion of a larger complex associated with the former 201-205 Austin Avenue commercial buildings and occupied by UALCO. The property was occupied by Reynolds Metal Company warehouse in 1964. Additional manufacturing and metal working operations were performed following closure of UALCO (exact dates unknown). The potential exists that metal working operations took place since construction (exact dates unknown). However, PM was unable to determine whether the commercial buildings were utilized as warehouses or for metal working operations. Historical interior waste streams associated with the likely former metal working operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time period preceded major environmental regulations and current waste management and disposal procedures.
