Additional Property Attributes

Standard and other historical sources were able to document that the property was initially developed with multiple dwellings and outbuildings between 1903 and 1928. Between 1953 and 1958, the dwellings were demolished, and the property was redeveloped with a commercial building and metal conveyor that crossed Austin Avenue connecting the subject property and the east adjoining property. The 1962 and 1963 Sanborn maps indicate that the property had three remelt furnaces, was vacant, and was associated with the east adjoining property. According to the current owner, the subject property and adjoining properties were occupied by EH Darby's Union Aluminum Company (UALCO) in the 1950s and 1960s. The property was occupied by Reynolds Metal Company warehouse from 1964 to 1973. A portion of the commercial building was demolished between 2013 and 2015 and the remainder was demolished between 2015 and 2017. The property has remained vacant with the former building foundations since that time. Due to the lack of available historical records, PM was unable to determine the exact operations that occurred on the subject property. The potential exists that metal working operations took place from construction of the commercial building until it was demolished.

This assessment has revealed no evidence of recognized environmental conditions connected with the property except the following:

* The subject property was occupied by UALCO in the 1950s and 1960s. Due to the lack of available historical records, PM was unable to determine the exact operations that occurred on the subject property. According to the owner, additional manufacturing and metal working operations were performed following closure of UALCO (exact occupancy timeframe unknown). Historical interior waste streams associated with the likely former metal working operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former operations are unknown and may be a source of subsurface contamination.

The following adjoining and/or nearby RECs have been identified:

* The northeast, east, south, and west adjoining properties were formerly associated with the subject property/UALCO. Based on a previous Phase I ESA report for 201-205 Austin Avenue (north adjoining property, dated December 16, 2020), Ms. Jane Darby Dill stated that the current and former commercial buildings were a portion of a larger complex associated with the former 201-205 Austin Avenue commercial buildings. However, PM was unable to determine whether the commercial buildings were utilized as warehouses or for metal working operations. The potential exists that metal working operations took place on the adjoining former UALCO properties from construction until approximately 2015, when a majority of operations ceased. Historical interior waste streams associated with the likely former metal working operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time period preceded major environmental regulations and current waste management and disposal procedures. The historical waste management practices associated with the former operations are unknown and may be a source of subsurface contamination. Based on the likely former long term metal working operations and the close proximity to the subject property (approximately 60 to 110 feet), the potential exists that a release has occurred on the adjoining former UALCO properties and migrated onto the subject property.

* The southwest adjoining property was occupied by V. Gib and Son Brass Foundry in the 1900's and by Gulf Refining Company likely between the 1920's and 1950's. Historical interior waste streams associated with the former foundry and oil refining operations would have consisted of g
