A Lead-Based Paint Inspection and an Asbestos Study were conducted in July 2022 on the seven buildings that make up the historic Superior High School campus by Atlas Technical Consultants as part of the Brownfields Assessment Cooperative Agreement with the U.S. Environmental Protection Agency. An Operations and Maintenance (O&M) Plan was prepared by Atlas to assure the proper maintenance of asbestos containing materials and to prevent exposure to asbestos fibers.
Funds for the assessments came from the Copper Corridor Blight Busters Brownfields Coalition Assessment Grant, which was awarded in 2021. Following is a summary of the results of those activities - which are called Phase II environmental site assessments.
Lead-Based Paint Inspection
A Lead-Based Paint (LBP) Inspection was conducted on the seven (7) buildings that make up the historic Superior High School Campus (the "subject property" or "property") located at 98 North High School Avenue in Superior, Arizona for the Copper Corridor Blight Busters Brownfields Coalition (CCBB Brownfields Coalition) on July 26 through July 28, 2022. The LBP Inspection was conducted by Atlas Technical Consultants LLC (Atlas), located at 9185 South Farmer Avenue, Suite 111, Tempe, Arizona 85284.
The purpose of the LBP Inspection was to identify the presence of LBP inside and outside the historical property, as well as to identify which buildings and components contain LBP. The LBP Inspection was performed according to the United States Department of Housing and Urban Development's (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (HUD Guidelines), dated 2012.
The report was prepared by Atlas using trained and experienced lead-based paint inspectors and/or risk assessors. The buildings and their paint were generally in intact condition during the LBP Inspection. LBP is defined as paint or other surface coatings that contain lead equal to or exceeding 1.0 milligram per square centimeter (mg/cm2 ).
The results from the paint that was tested showed 36 LBP hazards exist among five of the seven buildings located on the property, as defined in the Residential LBP Hazard Reduction Act of 1992 (Title X) and as defined by the EPA regulation published in the January 5, 2001, Federal Register.
Asbestos Survey
The Copper Corridor Blight Busters Brownfields Coalition also authorized Atlas to conduct an Asbestos Survey, collectively referred to as "the Survey," of the seven (7) buildings that make up the historic Superior High School campus; hereinafter, referred to as the Site. The purpose of the Survey was to determine the asbestos content of suspect asbestos-containing materials (ACMs) that may be impacted by future renovations, additions, or demolitions of the structures at the Site.
Atlas Asbestos Hazard Emergency Response Act (AHERA) accredited building inspectors Chad Wells, McKenzie Wenger, Kendell Carlson, and Rhobeca Sweat conducted this survey from July 19 to July 29, 2022. ACM was identified in Buildings 1, 3, 4, 5, 6, and 7 at the Site during Atlas' Survey. ACM was not identified in the materials tested from Building 2.
The ACM that is present within Buildings 1, 3, 4, 5, 6, and 7 must be removed/abated prior to renovation and/or demolition. After the ACM is removed, the remaining construction waste is considered non-hazardous and may be disposed of in a construction waste landfill.
