Additional Property Attributes

Former Use: The site was formerly used as the Livingston Parish Courthouse Office and is currently vacant. The parish recently demolished the newer part of the courthouse building that was in a state of disrepair. The back half of the property is now greenspace. Based on past environmental assessments, asbestos containing building materials and lead based paint are present. Other contamination may be present (e.g. historic USTs from boilers or backup generators) based on the age and past use of the building. Livingston Parish intends to donate the property to the Town of Livingston. The Town requested a Phase I ESA under LDEQ's TBA program in order to qualify as a Bona Fide Prospective Purchaser prior to taking ownership of the property to be eligible for Brownfield cleanup funding to address the asbestos and lead based paint, as well as other environmental concerns that might be identified.

The Phase I ESA did not identify any recognized environmental conditions. A hazardous materials inspection including asbestos, lead based paint, and mold was conducted at the site on 11/11/21. Asbestos and lead based paint were detected throughout the building.


Planned Reuse: Redevelopment plans include renovating the former courthouse building into the Town Hall while retaining the interesting post WWII era architecture and addition of public use spaces including a community park on the outdoor portion of the site. Revitalization of the site would preserve at iconic town structure, remove blight, increase safety in the neighborhood, create jobs, and provide a community gathering space.
