Additional Property Attributes

The Subject Property is situated on the north side of Main Street in a primarily commercial area. The Subject Property is currently occupied by a single-story structure, with commercial businesses operating out of the basement of the structure. The Subject Property structure encompasses the entirety of the approximately 0.115-acre parcel, with the western boundary adjacent to a vacant lot, the northern boundary being along Talisman Alley, and the eastern portion of the Subject Property structure abutting a commercial restaurant.

The interior of the structure consists of a basement and first floor. The first-floor layout currently consists of small office spaces, exam rooms, waiting rooms, rest rooms, and kitchen space. The basement of the structure is split into two separate commercial tenant spaces. Each space consists of office space, meeting rooms, kitchen space, etc. Both commercial tenant spaces are currently occupied and in use.
The basement of the Subject Property structure is currently divided into two separate commercial spaces, each containing a tenant. The commercial space located on the western portion of the basement consists of office space related to medical equipment and dispatching. The commercial space located on the eastern portion consists of a personal computer repair business. The first floor of the structure is currently unoccupied. According to the records review, the Subject Property was utilized as a dry goods store as early as 1888. As seen within the local street directories, the Subject Property was then utilized as a department store from circa 1964 until sometime after 1969. The Subject Property was then listed as being various commercial office space for multiple occupants from circa 1979 until present day. Additionally, a long-term tenant and current Subject Property owner, operated a dental practice at the Subject Property from circa 1995 until as recent as 2017. The listed commercial uses of the Subject Property are not considered a REC.

According to the Fire Insurance maps reviewed for the Subject Property and surrounding area, a laundry service facility was located at 41-43 Shenango Street on a property northwest of the Subject Property as early as 1922. The property appeared on the Fire Insurance maps as "Keystone Steam Laundry", circa 1922 until 1962. According to the Environmental Records Sources Report, the adjacent property was listed as the following dry-cleaning facilities from approximately 1969 until approximately 2007:

According to the records reviewed, the adjacent property located at 41-43 Shenango has operated as various laundry cleaning facilities for more than 80 years and as recent as 2007. Petroleum products (kerosene/gasoline) have been used in dry cleaning since the late 1800s, while chlorinated and Stoddard solvents were introduced around 1930. Since the adjacent property to the north-northwest of the Subject Property was both a steam cleaning laundry service and a dry-cleaning service, the facility had the potential to use hazardous substances and/or petroleum products on a routine basis. In such cases, there exists a potential over time to spill these substances into the soil which could ultimately migrate into the Subject Property groundwater. Based on the age of the facility, if past incidents occurred, these incidents may not have been reported to the PADEP.

As such, the likely presence of hazardous substances or petroleum products in, on, or at the Subject Property due to a likely release to the environmental associated with the dry-cleaning facility located at 41-43 Shenango Street north-northwest of the Subject Property is considered a REC
