Eastern State Hospital, located in Williamsburg, Virginia, was founded in 1773 with a well-intentioned emphasis on community focused mental health care. The Hospital is situated on 500 acres and consists of 2 patient care buildings, and a staff of over 900 to care for the 300 patients. Eastern State Hospital is part of The Department of Behavioral Health and Developmental Services system and is accredited by the Joint Commission. The property is zoned as PL (Public Land). The site has been surplused by the Commonwealth of
Virginia. There are multiple existing structures, previously operated by Eastern State Hospital that have fallen into disrepair and are in need of demolition. It is anticipated that they contain both lead and asbestos based on the years they were originally constructed. In addition, we are aware of a network of underground steam tunnels that will need to be identified and addressed. Surplus Building 22 may qualify for state and federal rehabilitation tax credits.

A 2-story brick building is on-site. One REC was identified: a 1000-gal heating oil UST was located next to the building. UST was installed in 1998 and is to be removed. UST contains 2-in of water and 44-in of heating oil. Potential hazardous constituents anticipated are VOCs, inorganics, SVOCs/PAHs, and TPH. Also, lead based paint (LBP), asbestos containing materials (ACM), and caulk containing PCBs were identified.
