The site is located to the southwest of Brady Road in the southeast area of Americus, Sumter County, Georgia. The site tax parcel number is 64-12C and consists of 7.86 acres of vacant and wooded land. The property has been used as a dump site for construction materials and debris. According to the Sumter County Tax Assessor, Kenneth Hurley is the current property owner, he purchased the property from the City of Americus in 2020.
In the earliest historical aerial image reviewed (1937), the site consists of wooded and vacant land with an unpaved roadway running from east to west in the south area of the site. The site remains relatively unchanged, consisting of wooded and vacant land, until the 1999 aerial image when the east area of the site appears to have been cleared. In the 2007 aerial image, the cleared area of the site appears to consist of a dirt lot with large piles of unknown debris. In this photo, the site appears to be a landfill. Changes in topography of the site, as shown on the 1985, 2014, 2017 and 2020 topographic maps indicates that the central portion of the site has been filled in, as indicated in the 2007 aerial image. In the 2010 aerial image, the site consists of wooded land with the dirt lot in the east area of the site. Vehicles and trailers appear within the dirt lot. In the 2015 aerial image, the site consists of mostly wooded land with a circular dirt drive in the east area of the site. The site remains relatively unchanged in the 2019 aerial image, consisting of mostly wooded land with a dirt path in the east area of the site.
The site appears on the RCRA NonGen/NLR database under the owner/operator name OEM Industrial Coatings. The site appears on these databases due to the powder coating associated with the boat manufacturing facility that is onsite. The site appears on the SWF/LF (Solid Waste Facility/Landfill) database. Based on information from the Georgia EPD Office, the site was used as an inert landfill for concrete, asphalt, bricks, and yard trash.
At the time of site reconnaissance, the site was observed to consist of mostly vacant and wooded land. The east area of the site appeared to be used as a dump site for construction debris and other waste. Large sections of concrete, large sheets of metal, and 55-gallon drums were observed in the east area of the site. The drums on the site were reported to belong to the current owner/operator of the adjoining property to the east, who is also a potential purchase of the subject property.
The site appears on the Solid Waste Facility/Landfill Database. According to information from the Georgia EPD, the site was formerly used as an inert landfill, with various materials including concrete, construction material, asphalt, and dirt being disposed at the site. Due to the lack of information about the facility's operations, the Americus Construction Co Inert Landfill is considered to be a REC. Additionally, the onsite drums are deemed to be a REC, due to the lack of information regarding their contents, and the manner in which they are stored on the site. A Phase II ESA is recommended to evaluate the potential for impact to the property.
In December, 2023, the clearing of trees, brush, and weeds to facilitate access for the Phase II scope of work was completed. Terracon conducted the fieldwork on January 30 and March 13 -15, 2024 under a Site-specific Health and Safety Plan (HASP) developed for this project.
On January 30, 2024, Terracon collected (EM) data at the project site in accessible areas near the possible former landfill area. We utilized a Geonics EM-31 electromagnetic ground conductivity meter and the Nav31 program, engineered by Geonics. A sub-meter backpack GPS was also used to continuously record physical location and field data as the operator walked across the surface.
