Additional Property Attributes

Subject property first developed before 1921. Used as a fuel depot from approximately 1921 to 1977; used as a salvage yard from 1978 to present. Zoned "heavy industrial". Current on-site storage of open junk, dilapidated fixtures, appliances, machinery, tires, drums, scrap metal, building materials, etc. Chain link fence surrounds property. Conex box shipping containers store used tires, construction equipment, office equipment, and tools. RECs include: historical use of property as a fuel yard, recycling yard, used auto yard since 1920s with a gasoline tank and oil tank documented on-site; storage of chemicals, hazardous materials, and petroleum products observed with poor housekeeping/maintenance; 2 leaking ASTs observed; strong solvent odor throughout the property; pools of liquid noted with petroleum odor and sheen; stained soil and sheen observed in all work areas originating from dismantling of auto parts; staining observed throughout the property; and corrosion noted on steel drums. Phase II included shallow soil, groundwater, and subsurface vapor sampling. Arsenic was detected in shallow soil but is naturally occurring. SVOCs benzo(a)pyrene and naphthalene were detected above industrial screening levels near the scrap metal pile and Conex box area. Lead was detected in two areas at levels below that for hazardous waste. Benzene was detected in groundwater above RSLs in the Conex box area and in vapor near the scrap metal pile and Conex box area. According to the site owner, possible USTs were located on-site that were not identified during the Phase I. However, GPR and soil borings did not indicate the presence of a tank. A fill port was observed; however, if a tank is present, it has been filled and closed in place. Soil samples collected in the vicinity of the potential USTs do not indicate a release. Findings should be considered in site redevelopment planning and worker health and safety plans.
