Additional Property Attributes

The Campus Corner site consists of several parcels along SE 15th Street being developed by Sooner Investments into mixed-use/commercial/residential near Rose State Community College in Midwest City. Currently, the parcels house an old bar/storage building, alternator repair shop, and strip mall. There is rumored to be a UST at the old alternator repair shop, which is why the OCC is involved.

The Phase I Environmental Site Assessment (ESA) was performed on the Subject Property by Environmental Professional (EP), Margaret Fehn, Environmental Project Manager. The Subject Property is a commercial-zoned parcel located at 6208-6226 SE 15th Street, Midwest City, Oklahoma. The Subject Property is comprised of a 6.054-acre irregularly shaped parcel hosting one (1) 959 SF vacant commercial building; one (1) 6,928 SF vacant commercial building; and one (1) 12,465 SF commercial building hosting several commercial and retail spaces. The commercial buildings were built in 1951 in the northeastern portion of the site.

The following conditions were addressed with the field investigation during this Phase II ESA:

Recognized Environmental Conditions (RECs)
1. Ace Alternator shop located at 6216 SE 15th St. (Subject Property) operated as an alternator shop for many years. There have been unsubstantiated reports of USTs being present in the front of the building. A ground penetrating radar survey was conducted in the front of the shop building and possibly identified an anomaly. Due to the nature of the type of business that once existed on this property and the anomaly discovered during the GPR survey, this is an REC. However, further investigation with EM equipment did not indicate that there was a tank on site. Either way, further investigation is warranted.

2. Superior Cleaners Dry-Cleaning, located at 6217 SE 15TH Street was a dry-cleaning facility dating back to 1996 with other cleaners at the same address dating back as far as 1971. Based on Superior Cleaners operating as a dry-cleaning facility from 1971 to 1996, there is an inherent risk of contamination from the dry-cleaning operations, an REC.

3. 5825 SE 15th Street - In January 2018, a previously unknown 6,500-gallon UST was discovered with gasoline. The contents of the tank were properly removed, and the tank abandoned in place and the OCC case was closed in February 2018. Based on the regulatory status of the site, this is considered to be a HREC.

Business Environmental Risk (BER)
1. Site reconnaissance and review of historical records revealed that Rose State College, located at 6420 SE 15th Street, has two (2) (1-1,000-gallon gasoline and 1-2,000-gallon gasoline) USTs. Both USTs were installed in 1989 and are currently in use. Land use has been dispensing fuel products, however due to distance and soil type this is a BER.

In the Phase II, soil and groundwater samples were collected from the installation of six (6) temporary monitoring wells (TMW-1, TMW-2, TMW-3, TMW-4, TMW-5 and TMW-6). All soil samples analyzed were shown to be below US EPA Regional Screening Levels for residential soils except the concentrations of arsenic which were all above the screening level concentration of 0.68 mg/Kg. However, according to Oklahoma Cooperative Extension Service Fact Sheet PSS-2276, "Background Metal Concentrations in Oklahoma Soils", written by Mr. Hailin Zhang, Oklahoma soils have a mean arsenic concentration of 6.25 mg/Kg, median concentration of 3.96 mg/Kg, minimum concentration of 0.75 mg/Kg and a maximum concentration of 33.6 mg/Kg. The soil concentrations of arsenic observed in this assessment are well within these concentrations. Groundwater samples collected from all six (6) temporary monitoring wells exhibited concentrations below screening levels and OCC action levels.

In addition, twelve (12) samples were determined to contain asbestos through laboratory analysis.
